TEN-1V HeppBW CUtette-Tiniw, Heppner. Oregon. Thursday. August 28. 19H Of. ) (ehrmn(ijjTSfmm (M&z&Md pop 5 -- The Juvenile Service Com mission of Morrow County will hold public hearings in Hepp ner and Boardman on Thurs day, Sept. 4, at 7:30 p.m. to identify the needs of Morrow County's youth. A commission spokesperson says the local commission hopes to qualify Morrow County for state funds made available by the community , Juvenile Services Act and invites local organizations and agencies to submit funding proposals. The Juvelile Services Act came into being as the result . of a governor's task force which found that many adult offenders in the states cor rectional systems had records . as juveniles. The task force also learned that Oregon's training schools, MacLaren and Hillcrest are overcrowd ed. Other placement centers are filled to capacity, and they often have long waiting lists too. The task force recommended to the governor that an effort be made to rehabilitate youthful offend ers in their own homes and communities before criminal patterns become established. Senate Bill 121 (ORS 417.400 417.490), known as the Comm unity Juvenile Services Act, makes state monies available to counties that wish to establish plans designed to steer juveniles into programs beneficial for their growth and rehabilitation. Heppner's public hearing will be held at Ihe County Court House; Boardman will be held in the city council chambers.
