i"t "Vf SIX-The Heppner Local woman earns UO degree Some 1,012 degree candid ates will be eligible to partici pate in summer term com mencement ceremonies Sat urday, Aug. 9, at the Univer sity of Oregon. Among this year's summer candidates for degrees is Linda A. Shaw, Heppner, who is receiving a master's degree in curriculum and instruction. The event will begin at 10:30 a.m. outdoors in the Memorial Quadrangle, which is enclosed by the Library, Museum of Art and Prince Lucien Campbell Hall. In case of inclement weather, the ceremonies' will be held inside at McArthur Court. Ray Hawk, vice-president for administration and finan ce, will be the featured speaker. His address will focus on the fiscal problems facing higher education today. Among the summer term degree candidates are 505 bachelor's degree students, 404 master's degree students, 102 doctoral degree students and one law degree student. Commenceent ceremonies are held at the end of each academic quarter. Local Navyman participates in ocean exercise Navy Aviation Electronics Technician 2nd Class Grant S. Carter, son of Ola M. Grosh ens of Heppner, recently participated in exercise "Multiplex 1-80" in the Indian Ocean. Grant is a member of Carrier Airborne Early warn ing Squadron 116, based at the Miramar Naval Air Station, San Diego, and currently embarked aboard the aircraft carrier USS Constellation. The two-day multi-threat exercise placed emphasis on U. S. and British Royal Navy joint anti-air and anti-surface warfare tactics. The exercise was the first of a series conducted with the British force during the squadron's deployment to the Indian Ocean. Grant's squadron flies the E-2 "Hawkeye" early warning aircraft. The "Hawkeye" is outfitted with an electronic ally -developed radar system that is capable of long-range detection and identification of airborne targets. September 16, 1980, an election will be held in Morrow County, Oregon. The polls will be open from 8 a.m. to 8 p.m. The following question shall be submitted to the qualified voters thereof: SPECIAL ELECTION TO APPROVE TAX LEVY OUTSIDE SIX PERCENT LIMITATION Shall the voters authorize Morrow County to levy $1,073,224 outside the six percent limitation to balance the 1980-81 operating budget? The purpose of this measure is to provide funds to balance the county's operating budget for fiscal year 1980-81. EXPLANATDN PROPOSAL: OF The county's levy has been reduced $138,958 from the amount previously rejected by the voters. The proposed levy of $1,073,224 is needed to balance the FY 1980-81 gener al county operating budget. The hospital levy has already received voter approval. App roval of this measure will result in an estimated tax rate of $3.08 per $1,000 of true cash value. All of the taxes levied will be financed partially by the State of Oregon under its Home Owners Property Tax Relief Program.
