July 12. Completed on schedule and within budget, the $525 million plant took some four and one-half years to build and. according to PGE. can pro duce 530.000 kilowatts of electrical power. This is enough electricity for 240.000 homes. Operators of the plant fired its giant boiler on oil for testing purposes during the next week. It produced about 5 percent of its full power output during the tests. Following the initial test on oil. coal will be fed into the boiler for the first time and testing will continue until Boardman reaches its full power output. Boardman will burn 315 tons of coal per hour when operating at full power. The Boardman plant is located about 160 miles east of Portland and 11 miles south of the Columbia River near the city of Boardman. PGR president Robert H. Short praised all those assoc iated with the design and construction of Boardman. "To bring a project of this magnitude to completion right on target is truly commend able." Short said. "The addition of Boardman to PGE's system will ease the power crunch experienced during the last few years and allow us to meet our custom ers growing needs into the mid-19B0's." Short said. "This however, does not lessen the importance of increasing energy conserva tion, co-generation- and the development of renewable resources." he said. "It will take strong emphasis on these programs, as well as new generating plants, to meet the Pacific Northwest's needs in the years ahead." Boardman project general manager. Tom Kingston, also praised all of the contractors and workers involved with the project. At peak, there were some 1.400 construction work ers on the job at Boardman. It took 7.1 million man-hours to build the project. In addition, Kingston thank ed the local communities for "their tremendous support for Boardman and cooperative spirit in minimizing any socio-economic impacts from the project." Kingston was in charge of the plant's construction until being named to head its operation in January 1980. A site certificate to build the Boardman project was grant ed by the Nuclear-Thermal Energy Council and signed by former Governor Robert Straub in 1975. Construction began in February 1976. First structures completed were the dams and dike forming the 1.400 surface-acre Carty Reservoir. It provides cooling water for the plant as well as 10.000 acre-feet of water storage for irrigation. Boeing Agri-Industrial Co. supplies the water for Carty Reservoir through an 18-mile long. 60-inch diameter pipe line from the Willow Creek arm of the Columbia River. In exchange, it uses the reser voir's water storage capacity. Also dominating the plan site is the project's 656-foot tall chimney. It is made of reinforced concrete with a free-standing steel liner and took 15 months to build. Next to the chimney sits a $27 million electrostatic pre cipitator designed to remove more than 99.5 percent of the fly ash that results from burning the coal. PGE says it is using extremely low sulfur coal at Boardman for additional en vironmental protection. The coal contains less than 0.5 percent sulfur. Coal for the Boardman project comes from Amax Coal Co.'s Belle Ayr and Eagle Butte mines near Gillette, Wyoming. PGE ha a 20 year contract with Amax for 1.2 million tons of coal per year. Unit trains make the 1.200 mile trek from the mine to the plant 10 times each month. Each 100 car train is more than a mile in length and holds some 10.000 tons of coal. - Shipments of coal began arriving in Boardman in January 1980. There are more than 690.000 tons of coal now stockpiled at the plant, says PGE. Electricity from the Board man plant will cost about five cents a kilowatt hour to produce. This compares with about two cents a kwh for electricity from Trojan Nu clear Plant and seven to ten cents a kWh for power from oil-fired plants. PGE said it had originally planned to build nuclear plants rather than the Board man project. Delays in ap proval, however, led to the decision to build the coal-fired project. Participating with PGE in the Boardman project are Pacific Northwest Generating Co. and Idaho Power Co. Each has a 10 percent share. How loud is your bird? That noisy rooster that gets you out of bed each morning before the crack of dawn may earn you a cash prize at the 1980 Oregon State Fair. Aug ust 23 to September I if he's really as noisy as you think he , is. "Entrants are being sought for the annual Oregon State Fair Rooster Crowing Con test," according to Mickey Hickman, Silverton, Superin tendent of the Poultry Division at the Fair. For an entry fee of 75 cents your noisy bird can enter and, and if he can crow the most times in 20 minutes, you can take home all the entry fees. "There is one other hitch," Hickman said. To be eligible to enter, your rooster must also be entered in one of the Poultry Divisions at the Fair. Breed is immaterial, as long as he can crow. The Rooster Crowing Contest will beat 2:30 p.m. August 26. "In addition to the cash prize for the first place, there will be other prizes, including trophies, sacks of chicken feed and other appropriate items," Hickman said. One special prize will be an old-fashioned ranch-style din ner triangle for the first entry received after August 1. Another prize will be given for the goofiest name ("Chain Saw" and Motor Mouth" are examples of past winners.) Now's the time to plan for vour entry," Hickman said. The fair would like to find a rooster to challenge the world record of 112 crows in 30 minutes, set in 1978 at Rogue River. "Noise doesn't always count the most with the crowd," Hickman grinned. Last year, one of the most popular roosters with the crowd was one that dropped grumpily throughout the entire show and refused to crow even once. Perhaps that's the one to get for your flock.
