Thursday, April 10. 1980 Oilman advocates cutting federal spending and balancing 1 980 budget Congressman Al Ullman wrote about his efforts to search for solutions to the mounting economic problems and combat inflation and high interest rates in a recent press release to the Gazette-Times. He advocates rolling back federal spending and balanc ing the 1980 and 1981 budgets. He says. "For the first time since I've been in Congress, there is a commitment on th part of a majority of Demo crats and Republicans alike to sacrifice some pet projects" to cut spending. He said interest payments on the national debt must be paid, and with growing inter national problems, it is impos sible to reduce defense spend ing. Social Security and re lated assistance for the el derly and poor cannot be cut so about two-thirds of the federal budget each year cannot be reduced. But other areas will have to be. Ullman said the cuts will effect everyone, including state and local governments that depend on federal sup port. Policy changes are essential. The timetables set for achieving clean air and water standards will have to be modified. "Tight fiscal restraints alone are not going to solve the inflation problem," Ullman said in the release. "In the long run, changes in the tax structure that will encourage savings and investment the keys to increased producti vitywill be necessary." On the issue of energy, Ullman has urged President Jimmy Carter to decontrol domestic prices and impose oil import fees. Both measures would force reduced consump tion, he says. Long-range energy goals of Ullman include the passing of the crude oil windfall profit tax that includes major incen tives for developing alternate energy sources. Included in it is a residential tax credit for renewable energy sources including solar, wind and geothermal increasing to 40 percent of up to $10,000 of expenditures. Ullman is also fighting to add items eligible for the home insulation tax credit. Ullman also advocates issu ing tax-exempt bonds to finance loans for alternative energy improvement projects. Oregon voters will be asked to approve a similar project at the state level in the May 20 primary election. St. Jude Children's Re search Hospital in San Mateo, Calif, is the only research center dedicated exclusively to the study and conquest of catastrophic diseases of chil dren. Its work, particularly in leukemia and other childhood cancers, has been cited as an example for basic and clinical research. "No one has ever been charged for the benefits pro vided by St. Jude Hospital," William J. Kirwen, develop ment director, said. "And that includes the extremely expen sive total medical care provi ded to children enrolled in its research studies. "Over two-thirds of this year's $25 million operating budget came from public support. Each year we rely on events like Ione's bike-a-thon to pay for the following year's costs." continuing the exemption of gasohol from the federal tax on gasoline. On the subject of tax cuts, Ullman says the tax reduction voted by Congress in 1978 is reflected in the federal Income tax returns now being pre pared. Personal exemption has increased from $750 to $1,000 a person. The lero bracket amount has increased from $2,200 to $2,300 for singles and from $3,200 to $3,400 for married couples. A reduction of tax rates has taken place In virtually every bracket, The tax brackets have been widened so in creases in income do not push taxpayers Into a higher tax brocket as fast.
