They also decided to make a list of district policies on the paving and roofing priorities of the county for the schools including the sealing of exist ing pavement and the types of materials and areas to be paved and roofed. Enterprises made the only bid on the Travel All for sale but the bid of $117.35 was rejected. The 1963 Interna tional has about 130,000 miles on it. The school board decided to start improving the grounds at the two new school in Board- Pubtk Notice Pubic Notice NOTICEOF STREET VACATION Upon the request of the County ot Morrow and the Motion of the City of Heppner, Notice is hereby given that a hearing will beheld to hear objections, if there are any, to the vacation of the following portion of Thompson Street: The west 5 feet of Thompson Street running along the east boundary of tax lot 500, block 4, Heppner Heights Ad dition to the City of Heppner. AN ORDINANCE PROHIBITING ELECTRICAL UTILITIES FROM PROVIDING SERVICES TO NEWLY CONSTRUCTED BUILDINGS OR NEWLY PLACED MOBILE HOMES OR PREFABRICATED BUILDINGS UNTIL THE UTILITY IS PROVIDED A VALID ZONING PERMIT FOR THE BUILDING, MOBILE HOME OR PREFABRICATED BUILDING: PROVIDING FOR THE ISSUANCE OF ZONING PERMIT COPIES, PENALTIES AND PROCEDURES ON VIOLATIONS. ORDINANCE NO, ORS chapter THE COUNTY COURT OF MORROW COUNTY ORDAINS AS FOLLOWS Section 1 SHORT TITLE This ordinance shall be known as the "Morrow County Utilities Ordinance" and be so cited and pleaded. Section 2 SEVERABILITY It is hereby declared to be the inten tion of the County Court that the sec tions, paragraphs, sentences, clauses and phrases of this ordinance are se verable, and if any section, para graph, sentence, clause or phrase of this ordinance is declared unconstitu- tional or invalid by the valid judgment or decree of a court of competent juris diction, such unconstitutionality or in validity shall not effect any of the re maining sections, paragraphs, sen tences, clauses or phrases of this ordi nance. Sections DEFINITIONS (a) Building. A structure built for the support, shelter or enclosure of per sons, animals, chattels or property of any kind. (b) County Court. The member of the County Court for Morrow County, Oregon . (c) Utility. Any public or private cor poration or company which supplies the public or a group of individuals with electrical powers. (d) Service. Providing or attaching to any newly constructed building or newly placed mobile home or prefa bricated building the initial line, hookup or metering device to pro vide electricity. (e) Zoning Permit. A zoning permit is- sued subject to the regulations as de scribed in the Morrow County Zon ing Ordinance. Section4 PROVIDINGSERVICES WITHOUT AZONING PERMIT PROHIBITED No utility shall provide any service to any newly constructed building or newly placed mobile home or prefab ricated building outside the limits of any incorporated city in Morrow County until such utility has been fur nished with a copy of the zoning permit which has been issued for such newly constructed building or newly placed mobile home or prefabricated build ing. Sections ISSUANCEOFCOPIES When a zoning permit is issued pursu ant to the Morrow County Zoning Ordi nance, the issuer shall furnish to the successful applicant copies in an amount sufficient for said applicant to provide the utility with a copy. Section 6 PROCEDURE ON VIOLATION The procedure on violation of this ordi nance shall be that procedure set out in the Morrow County Zoning Ordi nance, said remedies shall not exclude any other remedies herein or other wise provided. Section 7 PENALTIES Each violation of this ordinance shall be punishable as provided in ORS Chap ter 215 and the Morrow County Zoning Ordinance. Section? EMERGENCY CLAUSE Whereas this ordinance is necessary for the preservation of the peace, health and safety for Morrow County and its inhabitants, an emergency is hereby declared to exist and this ordi nance shall be in full force and effect on , 1979. A hearing pertaining to this ordinance will be held Wed , Nov. 7 at the regular meeting of the Morrow Co. Court at 10 a m. Publish Oct. 18, 25, 1979. man and Irrigon and $8,000 was approved to start grad ing, seeding and fertilizing, and for a surface sprinkler system. An air conditioning unit, which was accidentally sent to Columbia Junior High, was decided to be purchased for the dealer cost of $3,600. Doherty said the unit came with the heating unit by mistake and the dealer is willing to sell it at cost so he will not have to pay for it to be returned. The air conditioner will be in the multi-purpose room. The board also agreed to accept bids on the water systems at Columbia Jr. High in Irrigon and the new school in Boardman. Doherty said the district has made $41,843 to the good in interest which is uncommitted and he recommended some uses for the money for the school board members to think about. He recommended a fire hydrant system at the new Boardman school for $11,000, a $7,000 water system in Irrigon and some fire doors and safety vents in the schools that the fire marshall has requested at a cost of about $1,000. No action was taken in these matters. Bus transportation has been a headache for the school board and they talked about the possibility of hiring con tractors to do the work. The board runs the buses now and it costs $156,033 but if a contractor did it, it would cost $171,636. When the two new school open up in Boardman and Irrigon, three buses will no longer be needed and so the prices metioned will be cut about$12,000. But the county can still save $15,000 if they handle the buses themselves. John Matthews said the district will have the same drivers but they will be working for someone else so they probably will not give as good a service as they do now, like honking the horn when someone is late and driving to someone's house when they are sick. The board, despite the added cost, decided to accept bids on the contracting of taking care of the buses but Ken Broadbent and John Matthews abstained. The school board members will take a tour of the two new schools and look at the construction progress Oct. 22 and they also are planning a trip to the coal-fired plant. The meeting was interrup ted at the halfway point because of the new law that no one can smoke at a public meeting. Iran reduces wheat purchase Lack of sales to Iran because of that nation's inter nal politics has contributed to the sagging grain market, according to a comment in the current newsletter of the Morrow County Grain Grow ers Association. Cases reported to the Mor row County Sheriff's Office this past week include: Frank Scott Payne, Rt. 1 Box 45A Box 145 in Boardman, reported a theft at the Portland General Electric housing camp near the coal fired plant in Boardman. The doors to a trailer were apparently left unlocked and 16 smoke alarms at a value of $480 were taken. Payne also reported some tools were taken at the same time. The tools belonged to El Coyote Construction. The tools taken were a saw, a hydraulic jack and a wrecking bar totaling $259. Noel Harshman Sr., C St. in Lexington, reported that someone was in his house but nothing was taken. Victor DuFrene reported a three-wheeled motorcycle, a 1977 Honda, was stolen from Sabre Farms. Five minors in possession of beer were arrested last week on Interstate 80 near Board man. The five males were arrested for public indecency and being under age. One was a juvenile 13-years-old. The other four were Paul Jay Knudson, a 19-year-old from Portland; Stephen Keith An-, derson, a 19-year-old from Gresham; Eric Robert Zano telli, an 18-year-old from Troutdale; and Steven Allen Wicht, an 18-year-old from Gresham. The juvenile was also from Troutdale. All of the young men over 18 posted bail and were released. A two-car collision occured near lone on Highway 7i. Lucille Ruth Rietmann, Box 105 Morgan Hill Road in lone, was cited for failing to yield. She was driving her 1977 Chevy and she pulled out onto the highway in front of David Paul Taylor of Eugene and Richard E. Edwards of West Lynn. The 1972 Chevy Blazer Taylor was driving hit Riet mann's car. The 72-year-old Rietmann was still at Pioneer Memorial Hospital in Heppner at press time. Apprenticeships in carpentry to he opened Applications for carpentry apprenticeships will be accep ted from Nov. 12 through Jan. 14, 1980, by the Pendleton Carpenters Joint Apprentice ship & Training Committee. The announcement from the Oregon Bureau of Labor in Salem said the Pendleton Carpenters J.A.T.C. recruits for possible apprenticeship openings in Morrow, Umatilla and the west half of Grant County.
