Newspaper Page TextTWELVE The Heppner Gazette-Times, Heppner, Oregon, Thursday, October 11, 1979 t Kidney group plans Halloween sale New food stamp rule to aid elderly, disabled; in effect on Jan. 1, 1980 The Kidney Association of Oregon has announced the opening of its 1979 statewide sale of Halloween "Trick or Ti eat" candy to provide funds in order that it be able to pay a portion of the cost of dialysis for Oregonians suffering from kidney failure. At the same time, KAO issued an appeal to individu als, civic groups, schools, veterans, fraternal, busi nesses, churches, youth and men and women's clubs to come to its aid by helping to sell the Halloween candy during the annual fund-raising event. Chuck Foster, KAO execu tive director, said "Dozens of organizations and community groups around the state every year place orders for the candy, but in order to raise as much money as possible for our patients, we need the help of more groups." The Halloween packages contain 20 Sherbits candy 5-flavor rolls, which are at tractively boxed and cello phane wrapped. There are 30 boxes in each case. The Ex-Ileppner man named Portland attorney William C. Cox formerly of Heppner has been appointed by Gov. Vic Atiyeh as a referee on the state Land Use Board of Appeals. The appointment is subject to Oregon Senate confirmation. Cox served as supervisory management analyst for the U.S. General Accounting Of fice, Washington, D.C., deal ing in international trade and domestic social problems, from 1969 to 1974. In 1974, Cox moved to Portland and established his own law practice. His salary will be $34,092 yearly and his term on the board will begin upon Senate confirmation and end July 1, 1983. He is a graduate of Heppner High School and studied at Oregon College of Education, Monmouth. He received bachelor of science and mas ter of business administration degrees from the University of Oregon in Eugene. He re ceived his law degree from the Northwestern School of Law at Lewis and Clark College in Portland. The 1979 Oregon Legislature created the Land Use Board of Appeals. It requires the board to conduct review proceedings and prepare recommenda tions concerning allegatons of violations of state-wide plan ning goals contained in peti tions filed for review. Church buys Condon base The East Hill Four-Square Church of Gresham has pur chased the former Air Force radar site at Condon to accommodate refugees from Southeast Asia. According to a spokesperson for the church in a telephone interview, the church has purchased the 60-acre site five miles west of Condon from Paul Vaden, who oper ates it as a housing project. The purchase price was $850,000, of which church members have raised $55,000. The spokesperson said Tim Peterson is in charge of the church's project. He was flying to Condon on Tuesday to meet with civic leaders there. Refugees would not be permanently placed at Condon but the center would be used as a training facility so that the people could find perma nent homes and jobs else where. The former military station has 27 houses, three barracks, an officers' club, movie thea tre, bowling alley and other structures. According to Joyce Betten court, Condon city clerk, the former base has not been used by the military for about eight years. Kidney Association label on the box identifies the product. Assistant Secretary of Agri culture Carol Tucker Fore man announced a new food stamp rule that will make certain elderly and disabled food stamp users eligible for increased benefits. "Under the new rule, el derly and disabled food stamp recipients will be eligible to deduct high medical expenses or exceptionally high shelter costs from their gross in come," Foreman said. "These deductions will have the effect of raising their food stamp benefits." The new rule goes into effect nationwide no later than Jan. 1, 1980. States will have until Dec. 15, 1979 to notify elderly and disabled food stamp users that they may be eligible for increased benefits. In making the announce ment, Foreman noted that the elderly and disabled who are already using food stamps will need to apply for the increased benefits at the local food stamp office. "The new rule is particulary timely now," Foreman said, "because the increased bene fits they will receive, if they apply and if they're eligible, will help these families offset the increased costs of heating their homes this winter." Public Law 90-58, enacted August 14, amended the Food Stamp Act of 1977 to allow deductions for monthly medi cal expenses exceeding $35, and shelter costs exceeding 50 percent of adjusted income, for all persons aged 60 and over and recipients of Supple mental Security Income or disability benefits under Title 2 of the Social Security Act.
