merce Monday to follow
actions by the Walla Walla
and Milton-Freewater Cham
bers in endorsing protection of
their city watersheds.
Cutsforth said if the timber
cutting ban is not undertaken
in the watershed, Willow
Creek could end up like Rock
Creek which he says has dried
up.
The long-time Chamber
member related his trip last
Friday with the Forest Ser
vice and a professor of
anthropology, investigating
Indian cultural and historical
sites, told of his visits with an
old miner in the early 1930's
and the finding of two Indian
graves, covered with rocks not
native to the area.
PNB rates go up
with jump in
population

ner has reached the point
where the community has
enough new telephones to
qualify for reclassification to a
new rate group which reflects
the ability to call more tele
phones in the local calling
area.

Lobdell of the reclassifications
which will affect a little over
165,000 customers in Oregon,
about 24 percent of PNB's
customers in the state.
Of the total, 984 are in
Heppner. Their residence bills
will increase between 15 and
40 cents a month. Business
bills will vary depending on
type of service.
"In one sense these rates
aren't really new," says PNB
manager Linda Buckner. "All
of our local rate schedules
were approved by the com
missioner back in 1975 when
we were granted our last
general rate increase, follow
ing extensive hearings.
"Rates for local service,"
Buckner explains, "are based
on the number of main tele
phones a customer can call
without paying a long dis
tance charge. What's new is
that Heppner now can call
more than the 1,500 tele
phones which is the upper
limit of the present rate
group."
Included in the local calling
area are lone and Lexington.
Since 1974 the Heppner
local calling area has grown
from 1,324 main telephones to
1.548.
PNB's rates throughout
Oregon are based on a state
wide schedule so that custom
ers with comparable local
calling areas pay similar rates
for basic exchange service.
Reclassification has been a
continuous program in Ore
gon since 1958. Since then, 62
of PNB's 100 communities in
Oregon have been reclassified
in order to keep rates con
sistent on a statewide basis.
Bombing Range fire

range in the Juniper Canyon
area.
If the winds had continued
from the south, the fire might
have spread to private farms
in the Juniper Canyon, the
spokesman said.
Sabre Farms which has land
bordering the Bombing Range
Road supplied tractors and
discs to construct fire breaks.
The fire was brought under
control about midnight but
personnel were kept on the
fire lines until 3:30 a.m. to
make sure the fire was out.
Two drops of fire retardant
were made on the blaze by
planes owned by the State
Forestry Department in La
Grande.
It was the biggest fire the
county has experienced so far
this season. A lightning storm
early Saturday morning pass
ed north of the Heppner
Ranger District, reducing the
fire danger. However, Forest
Service officials are keeping a
watchful eye for fire because
of dry conditions.

but overall, Peterson felt "the
people enjoyed themselves."

tiering that he had found a tpider in hit paper, and asked
if this was an omen of good or bad luck.
