The Gazette-Times, Heppner, Oregon, Thursday February 1, 1979 THIRTEEN D istriet s needs are eyed by state senator highway . Meeting the legitimate road and highway needs of our district is one problem I hope this session of the legislature will help solve. Our highways program de veloped serious problems be ginning in 1973 with the oil embargo. Petroleum related products, including asphalt, soared in price. Gasoline sales declined, bringing less reve nue into the program via the gas tax. While revenues sag ged, prices of material and costs of construction soared. The 1975 and 1977 sessions sought to address the problem by approving increases in the gas tax, trucker taxes and license costs. All of these By Sen. Ken Jernstedt programs, however, were trounced by the voters. They were telling the legislature they believed the problem should be solved without increasing taxes. A majority of the members of both houses, myself included, are sponsoring legis lation to do just that. We are supporting a vote of the people on a constitutional amend ment to limit the use of highway revenues to road construction, improvement and maintenance. Other programs currently funded from gas tax revenues would henceforth be funded through the state general fund, which is derived mainly from income tax revenues. The major program re moved would be the operation of the Oregon State Police, which will have a budget of roughly $50 million for the coming two years. The other major program involved is , state parks and recreation, which will be seeking a budget of some $5 million. Senate Minority Leader State Sen. Ken Jernstedt of Hood River has been named Assistant Minority Leader of the State Senate for the 1979 Legislature. The appointment was made by Senate Minority Leader Bob Smith of Burns. Jernstedt is the senior GOP member of the Senate, having served there since moving up from the House of Representa tives in 1968. Smith said the post is important because the responsibilities of Republican Senators in guiding Gov. Vic Atiyeh's tax relief proposals through the Legislature. Inter estingly, during the last ses sion Governor Atiyeh, then a Senate Minority Caucus lead er, named Jernstedt Liaison Officer with the Executive Department. "The minority party can't afford to be negative this session," Smith said, "be cause a constructive posture will be necessary in gaining approval of the governor's program. Senator Jernstedt has demonstrated an ability to communicate effectively with state leaders, both Republi cans and Democrats." Smith said Jernstedt is being counted on for leader ship "because we aren't in Salem to perpetuate a conflict of political parties. "He understands our efforts will be measured, not by how well we oppose one another, but by how well we unite to promote the interest of the people." Heppner gets road use funds The city of Heppner re ceived a total of $13,298 in highway user tax funds during the period of July 1 through Dec. 31 of 1978, according to the Oregon Department of Transportation. Heppner's allocation is based on the statutory 12 per cent, and is distributed on a monthly basis. Funds for the allocation come from motor vehicle registration fees, lie-, ense fees, gasoline tax funds, fines and penalties. Apportionment of the funds is based on the population of incorporated cities.
