SIX The Gazette-Times, Heppner, Oregon, Thursday December 28, 1978 Fall b rings new crop, mill opening, tux increases Morrow County's first com mercial mint crop entered the distilling boilers in early October. In future years, most of Morrow County's mint will be sold as root stock, rather than oil, since county growers have formed a disease-free district. Far West Farms devoted an entire circle 128 acres to the Scotch Spear mint variety, making the mint stand the largest field of certified seed stock of that variety in the world With a powerful right handed swing, Mrs. Harry Stuchell broke a bottle of champagne over a beam of a new dry kiln to officially open Kinzua Corporation's new $4.5 million computerized sawmill facility in Heppner early in October. The new mill can handle logs ranging in dia meter from six to 50 inches, at the rate of 200,00 board feet per day. Mill operators from throughout the nation turned out for Kinzua's dedication ceremonies, with many of them stating that they were impressed with the Heppner firm's advancement in the state of the art of timber milling. Final flood plain designa tions for lone were revealed during October by the Corps of Engineers, leaving that com munity in a state of turmoil over how to plan for future development. Published December 28, 1979, January 4, 11, 1979 in either flood way or flood plain zones, prompting Mayor Linda LaRue to state that if the Corps survey stands, "it's going to kill this town." The Pacific Gas Transmis sion Corp. in San Francisco announced in October that it will spend an estimated $22 million in Morrow County prior to 1983 in constructing a new natural gas pipeline to carry energy to the Bay Area of California from the North Slope petroleum fields in Alaska. The new gas line will parallel the course of an existing line that spans the county. A bumper crop of seed cones from trees in the Heppner District of the Umatilla Nat ional Forest was collected in October. The cones are capa ble of providing seed for nearly three million new trees. Voter approval of increased county, city, hospital and finally, Blue Mountain Com munity College levies resulted in a whopping increase in property taxes. In November, when tax statements entered the mail, it was announced that prop erty taxes had increased an average of $3 per $1,000 valuation throughout the county. Most Heppner tax payers were told to pay $24.25 per $1,000 valuations, up from $18.82 the previous year. The increase shattered Mor row County's status as having the second lowest property tax rate in Oregon. In the last of many elections facing county voters during 1978, Republican Bill Bellamy of Culver defeated Democrat Chuck Bennett in the District 55 representative race.
