Stops included a tour of trouble plagued Pioneer Memorial Hospital, a round of golf at Willow Creek, and a speech to county Republicans at the home of his local campaign manager, Don Peterson of Valby. Heppner Postmaster Hubert Wilson resigned his post on the city council early in the month, following a misunder standing over his suggestion to give Vic Groshens Sr. $100 in city money for his help in repairing the broken city water line. Following a mass public meeting to air hospital prob lems, a trimmed Pioneer Memorial operating budget passed on the second go round. More than $43,000 was pared from the original bud get request. Not a dime was trimmed from the original request, which met a 513-513 deadlock at the polls in June. For the second time in the year, bids came in too high to replace the decrepit Morgan Street Bridge, prompting the city council to develop plans for a scaled down version of the span in order to keep costs within the city's budget. As the 1978 wheat harvest moved into full swing in August, dryland yields were averaging about 31 bushels per acre good for any year, but particularly good in light of the previous year's drought. Senior citizens were in the news in August, when Mr. and Mrs. Adrian Bechdolt were named King and Queen of the Morrow County Fair and Rodeo, and Dee and Geatta Cox celebrated their 64th wedding anniversary. Initial funding to the tune of $500,000 was approved by Congress for the Willow Creek Dam in mid-August, only to be vetoed by President Carter, then later approved. The funding was earmarked for final design planning, and relocation work for re-routing the Willow Creek highway and moving a city water reservoir. During the same week, Dr. Joe Gifford notified county officials that he was interested in returning to Heppner to re-establish his practice here. The Morrow County Fair was blessed with mostly good weather, drawing thousands to Heppner to view the county's best in livestock, home goods, crafts and cook ing, and to rekindle old friendships. Kyle Robinson and Neil Beamer took the top , two places in the Morrow County Rodeo. Scott McEwen became one of a select few during the rodeo week, when he received his Eagle Scout badge during ceremoni es at the Heppner Elks Club. Feelings were mixed in the community over whether to grant wilderness status to six large tracts of land in the Heppner District of the Uma tilla National Forest. The wilderness proposals were drafted by the Forest Service as part of the Department of Agriculture's RARE II pro gram. Whether or not any of the lands will become wilder ness sites remains a question mark. 'Family' business landmarks change ownership here . Two landmark business establishments in Heppner changed hands during Sept ember. The Court Street Market was turned over to Jack and Ruth Maben of Mollala by LenRay Schwarz. Thomson Bros. Grocery, a Main Street fixture since the opening years of this century, became the Heppner Family Savings store following the retirement of Jim and Madge Thomson. SimTag Farms near Board man in September was cred ited with producing the nat ion's largest wheat crop ever harvested by a single farm. SimTag's winter wheat yield totaled 1,082,000 bushels, aver aging 104 bushels per acre on 10,405 acres carved out of the semi-desert land and irrigated with water pumped from the Columbia River. Downtown Heppner was marred by dozens of spray painted pro-drug and anti police slogans in September. City Hall had to be completely repainted as a result of the vandalism spree. Charged with criminal mischief in the spray paint attack were Michael Buschke, 19, Randall Jydstrup, 22, and Sheri Rogers, 20, all of Heppner. The three were later handed jail sentences and ordered to pay restitution to property owners. One of the Gazette-Times most popular columns was born with the start of football season in September. Former Crook County High grid stand out Robb Rush managed to hammer out commentary on the local football scene in his Bleacher Seats column while serving as manager of the Heppner Les Schwab Tire Center. Long-time Heppner Justice of the Peace Dee Gribble announced plans to retire her post, and Charlotte Gray became justice of the peace on a pro-tem basis. Morrow County farmers and ranchers shook off the effects of the 1977 drought and followed a state-wide trend that showed a significant increase in gross income. Sales in Morrow County topped $7-miIIion a 20 per cent increase while operating costs jumped 11 per cent.
