The Gazette-Times, Heppner, Oregon, Thursday November 9, 1978-FIFTEEN Local FHA office issues secord number of loans The Pendleton Office of Farmers Home Administra tion recorded the largest volume of loans ever during the fiscal year just ended September 30, 1978. The office, serving Morrow, Umatilla and Gilliam Counties, recorded the following loan approvals during the past twelve months : Farm Operating Loans, 26, $324,450; Farm Ownership Loans, 14, $816,550; Farm Soil and Water Loans, 16, $410,250; Drought Emergency Loans, 48, $5,662,200; Sec. 502 Rural Housing Loans, 149, $4,706,210; Sec. 504 Rural Housing Grants, 1, $4,000; Rural Rental Housing Loans, 2, $83,180; Farm Labor Hous ing Loans, 1, $525,000; Farm Labor Housing Loans, 1, $525,000; Farm Labor Housing Grants, 1, $2,100,000; Business and Industrial Loan Guaran tee, 1, $4,000,000; The loans totaled $18,673, 840. In 1976 the Pendleton Office approved Loans and Grants for $16,493,820. A number of changes in Farmers Home Administra tion loan programs were incorporated in the Agri cultural Credit Act of 1978 signed into law last August. Loan limits for Farm Real Estate and Operating loans were increased and a new authority was implemented to make Economic Emergency loans to Farmers. The changes should substantially improve the agency's service to Farmers. The renewed exemption al lows mint growers to once again apply the compound in specific concentrations to con trol Italian ryegrass, common grounsel and other weeds in fields located in the Wil lamette Valley and Central Oregon mint growing areas. The specific exemption is subject to the following re strictions: Formulations of the com pound will be allowed at two pounds of active ingredient per gallon; dosage rates will be from one to three pints of product in 20 to 50 gallons of water per acre. If the high dosage rate is used only one application will be allowed per crop. Two applications are allowed if the low dosage rate is selected. Only commercially lic ensed applicators or growers qualified as private appli cators may use the com pound; only ground equip ment is permitted for appli cation. Application rates and pro cedures for specific acreages will be recommended by qualified Oregon State Univer sity Extension Agents. Fresh peppermint forage (a by-product of the oil extrac tion process) must not be used as livestock feed. All label instructions and restrictions must be strictly followed. These classes are underway at four churches in Heppner: St. Patrick's Catholic, All Saints Episcopal, the Naza rene Church and the United Methodist Church. The Rev. Steve Tollefson, at the United Methodist, states that enrollment is still open and that children may join the classes there any Monday at 2:30 p.m. Refreshments are furnished; there is a brief period of singing and then religious instruction. The Methodists hope that on one Monday each month there will be a special craft class, starting Nov. 20.
