Packwood challenges Dept. of
Agriculture reforestation cutback

a meeting with Secretary of
Agriculture Bob Bergland.
With the rush of Senate
business in anticipation of a
mid-October adjournment,
Packwood suggested the
meeting take place quickly
follwoing the end of Senate
business. In mid-November,
the Department of Agricul
ture's budget will undergo the
fall review in the Office of
Management and Budget, pri
or to submission to Congress.
Senator Packwood's invita
tion to Bergland follows close
ly a similar message directed
to President Carter on August
29. At that time, the Oregon
Senator challanged the Ad
ministration to justify its
three-year failure to provide
full funding in its budget
requests for reforestation.
Citing Congressional decisions
made in 1974 and 1976,
Packwood criticized the Ad
ministration for falling dras
tically short in the money
budgeted to replant thousands
of acres of national timber
lands. "The questions I asked
President Carter last month,"
said Packwood, "should not be
lost in the White House. I not
only insist on finding out why
they have failed to pay for
replanting trees for the past
three years, but much more
importantly, I want Secretary
Berglan to understand Con
gress won't stand idly by when
the 1980 budget requests are
made."
In" his letter to Secretary
Bergland, Packwood said,
"You should not need to be
reminded of the important
role the National Forests play
in the health of this nation's
economy. Investments in for-

The Forest Service will
tighten admistration of its
existing timber sale policy as
part of a plan to keep better
track of logs sold from
national forests, John R.
McGuire, chief of the U.S.
Department of Agriculture
agency said today.
The plan results from an
interview in which the internal
review team discovered sev
eral weaknesses in the present
system that could result in
theft or loss of those logs.
Corrective actions were pro
posed, McGuire said, and the
final actions announced today
closely follow those proposals.
Among actions to be taken
by theForest "Service are:
Identifying all timber by a
brand, paint mark, tag or
similar means, except where
timber is sold by measuring
standing trees before they are
harvested.
Gradually expand the use
of unharvested tree measure
ment as a method of selling
national forest timber where
economically feasible.
Identifying the place
where logs will be measured
and the routes on which they
will be hauled.
Establishing a national
program to reduce cutting and
removal of undesignated
trees. The program will in
clude law inforcement train
ing for appropriate personnel
and surveillance of national
forest transportation routes.
McGuire said the Forest
Service will begin these ac
tions immediately.

the President," Packwood
added, "It's vital for the
bureaucrats at the Depart
ment of Agriculture to appre
ciate the impact this policy
has on the people of Oregon. In
our state alone, if we don't
eliminate the backlog of
unrestored national forest
timber lands, we will run short
of at least 20 million seedlings
by 1981. That is enough to
replant 40,000 acres and tim
ber in Number 1 to Oregon's
economy."
Wheat producers in 16
Oregon counties will be per
mitted to use the fungicide
Benlate to control cercos
porella foot rot as a result of
an exemption granted the
Oregon Department of Agri
culture by the Environmental
Protection Agency earlier this
month.
This exemption expires
June 30, 1979.
Benlate 50W is to be used at
a rate of 1.0 pounds of product
per acre in five to 10 gallons of
water, if applied aerially, or in
20 to 30 gallons of water if
applied by ground equipment.
Only one application is author
ized, and only licensed com
mercial applicators or grow
ers may make the application.
Benlate may be used on a
total of 50,000 acres of wheat in
the following counties: Mor
row, Baker, Gilliam, Sher
man, Umatilla, Union, Wallo
wa, Wasco, Lane, Linn, Ben
ton, Polk, Yamhill, Marion,
Washington and Clackamus.
The Oregon State Board of
Agriculture has . urged the
federal government to aban
don its intermin rules which
set asserted unworkable sta
ndards for weighing devices in
the grain storage and shipping
industry rules which are con
trary to accepted standards
set by all 50 states in the union.
