Police Report j
Two Hermiston men plead
ed guilty in Heppner Justice
Court earlier this week to
charges of possessing illegal
deer meat.
Fined $305 each for the
poaching charges were Rich
ard R. Cochran, 25, and Roger
Lee Bard, 24, both of Hermis
ton. The two also received
suspended 30-day jail terms.
The two men were arrested
by state police near the
O'Brien Ranch on Little But
ter Creek, where they alleg
edly had loaded an illegally
killed doe and fawn into a
pickup truck.
Kay Marquardt of Heppner
received cuts and abrasions to
her hand and wrist last week,
when the pickup she was
driving overturned along
Hwy. 74, about one mile north
of Lexington, sheriff's dep
uties said.
When Mrs. Marquardt
rounded a corner, an oncom
ing car apparently forced her
to steer to the right. As the
pickup truck moved onto the
berm and into a roadside
ditch, she lost control of the
vehicle, with the pickup com
ing to rest on its side.

Discussion concerning the
operations of Irrigon 's new
safety officer, Tom Kelly,
resulted in the appointment of
Bill Cooley, councilman, as
Police Commissioner, at the
Irrigon Council Meeting last
week. City Manager Jack
Baisden, was relieved of this
duty.
Since this is Irrigon's first
full-time police officer no
policy covering his operations
had been adopted. The policy
is to be worked out between
the officer and the commis
sioner. Work policy for other
employees was also discussed.
Alice Bartlett of Heppner
presented a resolution to the
council, for inclusion of the
City of Irrigon in the proposed
Morrow County Health Dis
trict. After lengthy discussion
the resolution was rejected.
The action will exclude the
city from the proposed dis
trict, if formed. Taxes for
supporting the district will not .
be levied within the city.
Likewise voters residing in the
city will not have a voice in
, administration of the district.
A hearing on annexation of
property for the proposed new
Junior High School was con- .
ducted. No objections were
voiced and an ordinance was
adopted for the land that lies
South of California Ave. and
West of Division St.
A plot of the Jewell Subdivi
sion was presented by Carl
Riley showing lot lines and
water lines. The plot was
accepted by the council.
Council members whose
terms expire Dec, 31 include,
Dorothy Irish, Rod Collins.
Bill Cooley . Petitions and
declaration forms are avail
able at the city office.
City manager Jack Baisden
was out of town on business so
was absent from the council
session.
