M tit! orv "I W I v. j .... - 1 ' v dt NLJ-P Kevin and Chris Sherrer Lexington Chevron Managers Kevin and Criss Scherrer announced this week they have taken over operations and management of Lexington Chevron from Victor Klinger. Scherrer said the station will carry a complete line of tires, batteries and acces sories and will feature tune-up work. Scherrer has been employed by Kinzua Corporation the past five years. Toombs CBEC Manager Fred R. Toombs, 42, arrived in Heppner with his family last week, where he assumes duties as Manager of Colum bia Basin Electric Co-op. Toombs comes to Heppner from Wheatland, Wyoming, where he was manager of the Wheatland REA. He started with the REA in 1960 as a lineman's helper and worked his way to manager, a position he has held for the past three years. "We're tickled to death to be here," said Toombs, "It was hard waiting to move for the past couple months." Toombs and his wife Nadine have four children, Lourinda 18, Ronald 17, Patti 14, and Wendy 10. J & D Electric of Irrigon plans to build six single-family homes on the hillside subdivi sion. The city planning commis sion had recommended deny ing the final plat plan, after a delegation of residents from the neighborhood appeared to complain that the subdivision would create traffic safety problems in the area. Jerry Morrell of Irrigon, representing J & D Electric, told the council that the planning commission acted . illegally in not approving the final plat, since he had met all setback requirements and carried out all revisions in the preliminary plat as requested by the commission. In addi tion, he noted, the com mission had approved his preliminary plat, and city laws require the planning commission to approve final plat plans, if the preliminary plat and revisions have been accepted. City Attorney Wil liam Kuhn concurred that the planning commission had ap parently acted illegally in not approving the final plat. "We met all the require ments and complied with the planning commission," Mor rell told the council. "We were turned down because of public input on a matter that had nothing to do with the subdivi sion." A letter to council from 24 residents of the neighborhood bordering the subdivision sta ted that they were opposed to the subdivision because of "the public safety factor." The road leading to the proposed subdivision is ex tremely narrow, they noted, and a hazard to negotiate in the winter. There is no sidewalk, the protesting resi dents added, meaning that pedestrians would have to walk on the narrow street. Other residents complained that the subdivision would not have adequate water pres sure, but Fire Chief Forrie Burkenbine stated that water pressure at the site exceeds state minimum require ments. Council member Carolyn Cole, stated that Heppner needs new homes and develop ment, and that if "roads are a problem, we can do something about them in the future." She moved to approve the final plat, and was joined in "yes" votes on the measure by Larry Mills and Cliff Green. Plo charsky abstained. Green, noting that his vote in favor of approval was reluctant, stated that "the homeowners in the area have valid points.. .the city should give immediate attention" towards widening the street and studying building a new access route to the area. The council awarded plaques to Norman Florence, Justine Weatherford and Jimmy Rogers. Florence was commended for his long-time efforts at inspecting city wells to ensure that pumps were working properly. Mrs. Weatherford received council praise for her service as city librarian, and as a long-time proponent of library affairs. She recently resigned her post at the Heppner library. Rog ers was commended for his years of service on the city council, a position he vacated recently to devote more time to his business. The council passed a mea-, sure that would require con tractors to obtain zoning permits from the city, so that setback requirements can be checked on new developments prior to construction. Zoning permit fees were set at $5. City Attorney Kuhn was ( instructed to draw up an ordinance for first reading on ' a proposed truck route system through the city limits.
