(Jail Exp.) 1,395.00 Congressman Al Ullman reported this week that the House has completed action on legislation that requires the Federal government to work in cooperation with Oregon and other states in managing and protecting state-designated and administered wild and scenic rivers. Language mandating the new relationship was included in the National Parks and Recreation Act of 1978 at the request of Ullman and other members of the House. On Wednesday, the bill was approved by a vote of 431-61. Ullman said enhanced federal cooperation in management of state-administered rivers has been sought by Oregon offi cials for the last seven years. The House-passed bill leaves primary responsibility for management of state-administered rivers in the hands of states. Provisions of the bill would require federal agen cies to take actions which are necessary to protect state-administered rivers; allow the government to lease lands along the rivers; and, most importantly, allow the federal government to spend funds for cooperative managment of federal lands along state-administered rivers. Ullman noted that previous attempts by Oregon to have certain of its rivers included in the national wild and scenic rivers system as state-administered rivers were rejected by the Department of Interior on grounds that too much land along the rivers is federally owned. The Department also argued that existing . law prohibits the expenditure of federal funds for state-administered rivers. Ullman said the language of the House bill should make certain that the Federal government is not working at cross-purposes with the State in management of Oregon waterways. I have received calls from the City Hall and City Police of Heppner everytime there is a water line break or shortage, saying they want to shut off our water meter. It is not my intent to use water if there is a shortage. However, the car wash can run two or three days with the water shut off at the meter as it has a large tank inside that it pumps from, a pre-mixed solution. In addition, the car wash uses less water per cycle than it takes to flush a toilet, because it is a high pressure system. I am the first business in town to be shut down on these occasions and I'm sure you would not like to be asked to shut your business or your home completely down when the water supply you are using is stored water not water coming directly from the line. Business is business and payments do have to be made and as stated earlier, it is not my intent to use water if there is a shortage. Thanking you in advance, Bud Englert Black Mtn.
