League of Oregon Cities meets in Pendleton
Clothing collection set by UCC
A discussion of Home Rule,
annexation and plans for the
"1979 legislative session will
highlight a League of Oregon
Cities regional meeting in
Pendleton Tuesday. April 25.
Pendleton Mayor Joe Mc
Laughlin has invited officials
of cities in Morrow and
Umatilla Counties to attend
this meeting, which is one of 20
that the League is presenting
throughout the state this
spring.
- The meeting will begin at 1
p.m. with afternoon work
shops focusing on current
issues and problems in the
fields of finance and budget
ing, personnel practices, risk
management and recent legal
developments. A training ses
sion for elected officials will
put participants in a "council"
setting and use a film and
workbooks to present problem-solving
situations that are
common to policy-setting
boards.
At 4 p.m. an open forum
general discussion will give
city officials an opportunity to
develop their own agenda of
topics while bringing up
questions of local concern.
League staff will be available
to serve as resource persons
for this session.
The afternoon workshop and
general discussion will be held
at Indian Hills Red Lion, 304
S.E. Patawa Road, Pendleton.
At the evening dinner meet
ing the League president,
Portland Commissioner Char
les Jordan, will reivew League
activities, plans for the 1979
legislative session and major
issues of importance to cities.
Local state legislators have
been invited to attend the
cinner meeting and join in the
discussion of legislation affec
ting cities. The dinner will
begin at 6:30 p.m. at Indian
Hills Red Lion.

organization is sponsoring a
clothing collection day at the

Commodity Credit Corpora
tion (CCC) loans are now
available to Morrow County
producers interested in build
ing high-moisture forage and
silage storage facilities on
their farm or remodeling
existing storage structures,
according to Judy Buschke,
county executive director of
the Agricultural Stabilization
and Conservation (ASCS) of
fice. Previously, loans were
available only for construction
of new structures for high
moisture grain or grain silage,
and dry grain.

eration and Sales Statistics
was received this week by
Columbia Basin Electric Co
op. The local co-op showed a
10.5 per cent purchase in
crease over the previous year,
compared to an average
increase of 8.3 per cent for the
53 BPA customers in the same
grouping as CBEC. The co
op's power purchases for 1977
amounted to 136,533,000 kwhr
which was the 17th highest
ranking in the group.
The average rate of power
paid BPA by Columbia Basin
continues to run well under the
group's average, and for 1977
was 13 per cent below the
average.
BPA's sales to cooperatives
showed a substantial increase
compared to sales in other
classes. Sales to municipali
ties dropped 15.8 per cent
while sales to PUDs increased
by 3.9 per cent.
All-Oregon talent show
auditions coming up
Auditions for the annual
All-Oregon Talent Show, held
in conjunction with the Oregon
State Fair, have been sche
duled for May 10 and May 17 at
the State Fairgrounds in
Salem.
The auditions will be held in
the Living Arts Auditorium
from 6:30 p.m. to 10 p.m. both
evenings.
A piano and piano player
will be available, along with a
record player for those wish
to use recordings. It is
advised, though, that anyone
using records at 78 RPMs
bring their own equipment.
Anyone using tapes should
also furnish their own.
A new format, using just
three days for the Talent Show
instead of the usual nine, will
insure the finest amateur
talent from throughout the
state being used.
Reservations are not need
ed, and all talent that appears
on either of the days will get a
chance to be evaluated.

square before the word YES or NO, whichever indicates his or
her choice.
PROPOSAL
Shall the City of Heppner, Oregon be authorized to levy for the fiscal year 1978-79, the
sum of $36,200.00 outside of the 6 per cent limitation set forth in Section II, Article XI of
the Oregon Constitution?
EXPLANATION OF BALLOT QUESTION
Currently the tax base of $43,974.00 is inadequate for the general operation of the
City. If the tax levy is approved, the operating budget to be financed by local taxes for the
fiscal year 1978-79 will be $38,689.00 greater than the operating budget financed by local
taxes for the current fiscal year.
The reasons for increasing the levy are: Two additional employees, plus funding for
the Library, Swimming Pool, and increases in materials and supplies, employment
salaries, payroll taxes, and insurances, all necessary for the betterment of the operation
and maintenance of the City of Heppner.
Yes, I vote for the tax levy.
