The Morrow Soil & Water Conservation District is a legal subdivision of Oregon state, officially organized through the efforts of local landowners in 1941 Your SWCD administers the ongoing soil and water conservation programs as they relate to the total resources of the District. In lad then, the SWCD was organized by and for the Morrow County landowner to Help solve common natural resource conservation prob lems. Through authority under Oregon statutes, the District may call in specialists from many federal and state orga nizations to help with conser vation. The Soil Conservation Ser vice (SCS). through the U.S. Department of Agriculture, is the primary agency to provide assistance on the local level. Congress has authorized the SCS to assign specialists to districts based upon conserva tion needs of the county. The specialists work directly with the landowner in carrying out voluntary proper land use programs. In addition to basic soil conservation, the SWCD pro gram includes management help in other areas, such as: . pasture and forage improve ment and utilization; mainte nance of soil fertility; proper use of fertilizer; improvement of irrigation systems,; drain age, land leveling; erosion control; woodland manage ment; reservoir design; soil survey inventories and water shed development. Y'our District Board of Directors is comprised of' seven members from through out the county. The Morrow Soil & Water Conservation District has a program to offer every landowner, so when you need assistance, call your nearest director or the SWCD office. Cover Photo lotin M.M.JL U. ethic! The cover photo depicts America's Farmer. ..the silhouette of a man and the life he chose to live. A special feature at the Morrow Soil & Water Conservatin District Annual Meeting will be the showing of "The Life We Chose", a slide-tape presentation centered around the concept of a "land ethic". The land ethic concept is simply described as the combination of, responsibility for and wise use of, the land you own. The farmers-ranchers in the presentation express the thought that their land has provided for their living and in return, they should take care of the land. The point is made here; there is no excuse for leaving land in worse condition than when you became the land user. Land ethics then, impart the concept that we have a moral responsibility to take good care of the land we own. Chairman Vice Chairman Treasurer Secretary RC&D Rep.
