Farm tax
Oregon Congressman Al
Ullman last week introduced
legislation to alleviate an
inadvertent tax burden im
posed on farmers receiving
federal disaster payments in
1978 for 1977 crops.
The tax problem arose
'because a U.S. Department of
Agriculture backlog resulted
in many 1977 disaster pay
ments not being made until
1978. Because of the prolonged
drought, many Oregon far
mers received the disaster
payments and now are faced
with having to pay taxes on
income from the payment as
well as the 1978 crop.
Book tells of
early Oregon
cattle barons
"Cattle Barons of Early
Oregon," a book about the
beef moguls of early eastern
Oregon has recently been
published and is available by
mail. The book is a softbound,
mimeographed, 8L2 x 11,
illustrated 54-page history of
the big stockmen who domi
nated the region a century
ago.
Featured are glimpses of
such cattle barons as James
Fulton, John Catlow, Con
Shea, Pete French, Henry
Miller, Bud Thompson, John
Devine, John Todd, Dave
Shirk, Andrew Clarno, Tom
Overfelt and Pick Anderson.

to elect to treat these disaster
payments as 1977 income if the
farmer can establish that,
under usual business practice,
income from the 1977 crops
would have been reported in
1977.
The legislation was referred
to the Committee on Ways and

phone directory, currently
being distributed in Morrow
and Umatilla Counties, lists
two important number chan
ges for emergency fire service
in Lexington and lone.
The new off -hours number
for the Lexington Fire Depart
ment is 989-8532 and the new
after-hours number for the
Revenue Department sets
budget workshop
Representatives of the Ore
gon Department of Revenue
will be in Heppner Wednes
day, March 1, to conduct a
workshop on the local budget
making process.
The workshop, one of 32 to
be held across the state, is
aimed at assisting local go
vernment officials and mem
bers of the public who are
responsible for preparing bud
get for district operations.
On the agenda at each of the
Means, which is chaired by
Ullman.
The 2nd District Congress
man said the income bunching
problem was brought to his
attention by Wes Grilley,
Executive Vice President of
the Oregon Wheat Growers
League.

1,619 numbers, 72 more than
last year's.
All of the 30,458 directories
should be delivered to the
two-county area by Monday,

well as suggestions designed
to simplify the budget prepar
ation process and to clarify
the finished product. The
workshops are conducted each
year through the county
assessors' office.
In Heppner, the workshop
will begin at 9:30 a.m. in the

23, 1978, a Bond Election will
be held throughout such dis
trict between the hours of 8:00

Notice
The purpose of the Bond
Issue is to provide funds for
the construction of school
buildings in Boardman, and
Irrigon, reconstruction and
improvement of present
school facilities at Boardman
and Irrigon, remodeling and
improving facilities at Hepp
ner and lone.
The proposed Bond Issue is
for $4,800,000.00; the term of
the bonds will not exceed 15
years from issue date; and the
bonds will be general obliga
tions payable from property
taxes.

GIVEN TO THE ELECTION

No. 1, Morrow County, Ore
gon, that the District Board of
such District, by Resolution
adopted by such board has
designated the Heppner Gazette-Times,
a newspaper of
general circulation printed
and published in Morrow
County, Oregon, as the news
paper in which this Notice and
the facsimile of the Sample
Ballot, list of Polling Places,
and the hours of the Election,
shall be published, and that
this Notice shall be published
in full in the next available
