District Supt. Matt Doherty
said he was of the opinion that
the free choice of Lexington
students was a matter of
custom rather than policy.
Members of the audience
contended that the free choice
was a policy established by
the Board at the time of
consolidation.
Reading from a prepared
statement, Peck said, "Free
choice of school has been a
policy. The promise of free
choice of schools for the
Lexington area has been
broken."
He told the Board it was his
"firm understanding" that at
the time of consolidation,
Lexington students would
have an attendence choice.
Doherty responded to Peck
by reviewing the minutes of
Board meetings held at the
time of consolidation in 1960.
"There's nothing in the
minutes showing the district
going on record to allow
Lexington students to have a
' freechoice," Doherty said. "It
must have been an agreement
between the principal or the
superintendent and the pa
trons of the school at that
time."
Regardless of whether or
not the assignment issue was
incorporated into Board poli
cy, in 1960 School District

One of the main objections
voiced by those attending the
meeting was that if assign
ment policies were put into
effect, it would be difficult to
avoid a situation where some
children in a family would
attend Heppner schools while
others in the family would go
to lone schools.
Other parents said they
preferred to send their chil
dren to Heppner High School
to take advantage of the
expanded elective curriculum
there, adding that they would
not want to relocate their
children if they were assigned
to lone schools for the pre-high
school years.
Posse gets present for Christmas

Fetsch. Winters said the
money will be added to the
Posse's savings fund which is
approaching the $1,500 mark.
The fund includes proceeds
from various Posse activities
such as an annual dance,
parking duties at the rodeo
and prize money from various
parades.
Winters said the Posse's
next major project will be to
purchase more equipment to
upgrade the radio communi
cations station located in the
Sheriff's office and the Posse's
renovated Bronco. The group
Peck also noted that many
families in the Lexington area
had established strong com
munity ties in Heppner and
therefore felt their children
should be able to attend
Heppner schools.
Board Chairman Pauline
Winter said the Board was
considering the alternatives
that would be least disruptive
to all involved.
"I think the Board should be
given some time to study what
has been presented," Winter
said at the conclusion of
Peck's presentation. "I'm a
bit overwhelmed."
Other Board members com
mended Peck for his efforts
and said they would like to
look at the issue further.

Nearly half the 17,500 live
stock brands in Oregon have
not been rerecorded as re
quired by a law passed by the
1977 Oregon Legislature.
The new law shortened the
time a brand remains re
corded from five years to two
years and requires the rere
cording of all livestock brands
before December 31. The law
supersedes the old law which
did not require rerecording
until December 31, 1979.
All brands not recorded
before the end of the year will
be treated as new brands and
previous year. The Posse
roster now lists 50 members
which is the maximum allow
able under the present bylaws.
"With five searches this
hunting season, we've defi
nitely shown the need for this
type of organization," Fetsch
said. And Mike Miller and
family will be glad to back
that statement up.
the fee for recording of new
brands is $25 per location of
brand. The fee for rerecording
on or before December 31 is
$10 per location. Location
refers to where the animal is
branded, as the hip, side or
shoulder. If an animal is
branded in more than one of
these locations, each location
' is treated as a separate brand
and a fee is charged for each.
If a brand is used on both
cattle and horses, it also is
treated as two brands and fees
are charged for each.
Approximately 800 notices
to rerecord have been re
turned to the Livestock Divi
sion as undeliverable mail.

Livestock Division in Salem

Conservation President honored
LOA AND DICK McElligott, past president of the Oregon Association of Conservation Districts,
accept a presentation from Ernie Josi, new president of the Association, at the annual meeting
held in Baker. McElligott has served as Association president for the past three years and has
provided leadership in state legislative efforts. The cattle and wheat farmer from lone is also a
district director of the Morrow Soil & Water Conservation District.
Butch Williams visiting
Lt. J.G. Norman Wayne
"Butch" Williams, son of Mr.
and Mrs. Cliff Williams,
Lexington, came home from
Yorktown, Va. to spend two
weeks in Lexington with his
parents. Butch arrived on
Dec. 19 and will fly back to his
post about Jan. 5.
