Boardman originally adopt ed its comprehensive plan in 1966 when the city was moved to its present location. The old site was flooded by the backwaters of the John Day Dam. "This has put us roughly about a year ahead of other cities," stated city administra tor Jim Thompson. "This makes us about the fourth or fifth city in Oregon to gain compliance," he said, referring to the 14 statewide goals and guidelines establish- . ed by LCDC. This will allow it to complete its comprehensive planning necessary for full compliance with the fourteenth goal of the LCDC requirements. That final compliance deals with the city's urban growth ' boundaries in cooperation with Morrow County. Those boundaries will reach east to Olsen Road, west to Paul Smith Road, north to the Columbia River and south to the West Extension irrigation canal. Boardman applied for com pliance in January. LCDC postponed its ruling in order to give federal and state agencies an opportunity to comment on the plan. All agencies gave their go-ahead including the Umatilla Wild South. Those properties currently under farm tax deferral will be zoned 20 acres while other properties will be 5 acres. The area be tween the city limits of Irrigon and 4th Street West, then South to Nevada Ave., thence . East to Ordnance Road, thence North to city limits of Irrigon will be retained in one acre zoning. Interested persons are invited to attend the hearing and express their views. What compliance will mean for Boardman, according to Thompson, is fewer problems as far as land use is concerned and growth will be kept under control.
