After two defeats, school board may auth orize operating levy no greater than previous year's operating levy plus not more than six percent. Amount must be less than lowest total operating levy which unsuccessful election would have authorized. Permits legislature to reduce authority in event of school cost reductions. Effective immediately. 2. AUTHORIZES ADDITIONAL VETERANS' FUND USES Purpose: Proposed constitutional amendment authorizes use of Oregon War Veterans' Fund, now limited to farm and home acquisition loans for qualified veterans, to (1) aid veterans' organizations' veterans' service programs; (2) train county veterans' service officers; (3) aid county veterans' service programs; (4) pay costs of Director of Veterans Affairs as conservator of veterans' estates; and (5) pay costs of Director in otherwise providing services to veterans, their dependents and survivors. INCREASES VETERANS' LOAN BONDING AUTHORITY-Purpose: Proposed constitutional amendment increases the authorized debt limitation of the state, for the issuance of bonds whose proceeds are to be used for veterans' farm and home acquisition loans, from six percent to eight percent of the true cash value of prop erty in the state. PUBLIC NOTICE Notice is given of an appeal hearing on the decision by the Morrow County Planning Com mission granting a con ditional use permit to C.W. & M.A. Nelson for a concrete batch plant to be located at Tax Lot 400, 4N. and 25E., E.W.M. in the Board man area.
