What a friend says of REPRESENTATIVE JACK SUMNER "Jack Sumner has gained a position in state government as an extremely effective legislator and leader. He is conscientious, knowledgeable and one of the hardest working legislators in Salem His integrity and enthusiasm often lead me to seek his advice concerning not only his district but also the State of Oregon. He ably represents the people of his district" Governor Bob Straub WHAT OTHERS HAVE SAID ABOUT JACK "One man was responsible for. . .the farm victories (elimination of personal property tax on farm machinery, a "circuit-breaker" property tax relief plan for farmers, increases in veterans loan limits for farmers). . .He is. . .Rep. Jack Sumner, D-Heppner, a 38-year-old ranch owner and a man with an independent mind who has displayed a stubborn will to get a better brean tor people involved in agriculture. "Recent circumstances have made Sumner a much sought-after legislator, with democrats going out of their way to accomodate him in order to retain his support" Douglas Seymour, Staff Reporter r The Oregonian 61173 "One of the best comments I have seen (about tax relief) was by Democratic Rep. Jack Sumner from Heppner. I'll quote him. The people want a tax reduction, not a shift of one tax to the other.' Did you ever notice the difference between a Democrat from Eastern Oregon and, say, one from Portland?" T. J. Starker Letter to the Editor Corvallis Gazette Times 22373 "For the past two legislative sessions, you have represented your district with distinction and accomplishment And you have been a strong voice for strict controls on government spending and a more accountable, responsive state government" Governor Bob Straub 101975 "Jack Sumner is the strongest voice suburban and rural interests have had in the legislature for decades. His work on state budgets, on behalf of farmers and wage earners throughout the state have mean significant gains for every Oregonian. He has worked tirelessly to make sure that every tax dollar is spent wisely on needed services. I look forward with great pleasure to serving with Jack once again in the legislature." Jack Sumner Understands Farmers When farmers have a problem, they know Jack Sumner will listen and help them solve it Last year, for instance, wheat growers in Morrow, Umatilla, Gilliam, Sherman and Wasco counties were threatened with a potentially disasterous ban on the use of 24D for essential weed control. Jack was able to per suade the Dept. of Agriculture to relax its rule a big relief to worried area farmers. Jack also worked hard to pass bills that: Provide funding for control of tansy ragwort Retain the current maxi mum workmen's compensation rate for agriculture. Without this provision, the rate could have jumped nearly 400 percent Established a new much needed veterinary cine program at Oregon and University. medi- Correct farm use tax deferral State problems. 7.1 0 ' , :' 1 .,1 i ' i it f I Jock Sumner - Fcrner n Jack Sumner Record i j i J Pat Sckwarts, RegWal Highway Egir, Rp. In 1975. Jack helped cut government red tape by working for legislation to allow "single stop" permits and a bill that forces state agencies to submit their rules to the legislature for review to make sure they don't needlessly tie up government services. In 1975, Jack worked for passage of an overhaul of the unfair inheritance tax Uws which had previously offered very poor protection to widows who had worked all their lives alongside their husbands, only to Find that inheritance tax statutes didn't reeognixe their contribution. In 1975, Jack's committee sponsored legislation that In creased home loan limits to 1 1.1.000 and farm kan limits to 1125.000 for Oregon veterans.
