PROPOSAL Shall the City of Heppner, Oregon be authorized to levy for the fiscal year 1976-77, the sum of $32,138.00 outside the 6 limitation set forth in Section 2, Article 11 of the Oregon Constitution. EXPLANATION OF BALLOT QUESTION Without the approval of the voters, the City of Heppner has authority to levy only the tax base of the City, which is $39,137.00. This sum, together with available non-tax revenues, is not adequate to meet the operating needs of the City. Because the tax base is inadequate, it is necessary to submit to the voters for the fiscal year 1976-77, a tax levy re quest in excess of the tax base. If approved, the operating bud get to be financed by local taxes for the years 1976-77 will be $32,138.00 greater than for the preceding year. This constitutes a rate of levy increase over the preceding year in the maximum amount of $2.77 per thousand of true cash value of taxable prop erty. The reasons for increasing the levy are: Loss of Federal Revenue Sharing money, plus increases in cost of equipment and supplies, contracted services and materials, employment salaries, social security, workmen's compensation, all necessary for the operation and maintenance of the City of Heppner. Their next home game will be at lone, with the game scheduled for 6 p.m. JUNIOR LIVESTOCK SHOW Entries for the 30th annual Oregon Wheat Growers Lea gue Junior Livestock Show to be held at The Dalles June 6-9 look unusually good according to Marvin Markman, General Manager. SPRAY KINDERGARTEN GRADUATES Wednesday, May 26, 11 a.m. the classes of Nursery-Kindergarten School at Spray will be terminated with graduation exercises for three graduates, Brandyn Aycrs, Nancy Gor danier and Jamie Bowler. Parents and friends were invited to the short ceremony and program in the yard at the Doug Hosken residence. The program consisted of songs and finger plays performed by the entire school. Cheryl Hosken. teacher, presented certificates. A scrap book of the year's work was on dis play. A picnic lunch followed for all Nursey school members and their families. KINZUA SAFETY CONTEST The first three month period of the Kinzua Corporation Eastern Oregon Logging Co. Safety Contest ended April 30, 1976. Employees of Kinzua and Eastern Oregon Logging are placed on safety teams, and are kept mainly within their respective departments where possible. Points are assessed against each team, when a member of that team has a recordable occupational injury or illness or lost time through an on-the-job accident. Also points are assessed for each work day lost through an accident. Win ning teams are determined by those teams having zero points or the lowest number of points accumulated during the first three month period of the contest and at the end of every odd month thereafter until the contest ends on April 1977. At the end of the first three-month period of the contest each winning team member receives $15 in cash, each team captain receives 13 extra, each foreman receives $15. Each winning team mem ber also has a chance at a prize drawing for black and white 12 inch portable tele vision.
