All members of the seven-member board were present. After lengthy discussion, the board accepted the recom mendations of the district's long range planning commit tee which calls for construc tion of new facilities to be completed by the fall of 1976. This would require a bond issue early this fall. The board motion calls for construction of a new shop facility at Heppner High School, some remodeling of the old Heppner Junior High building and improvement of the playground at Heppner Elementary School. At lone, the plan calls for construction of a new shop area and the remodeling of the present shop for band and music use. The plans call for construction of a six room addition to the A C. Houghton Elementary School in Irrigon and the expansion of the Fraud being reduced in unemployment claims The Oregon Employment Division reported that fraud control activity in the second quarter of 1975 t April-June i. through its Unemployment Insurance Benefits section, brought recommendations for prosecution of 17 new cases, bringing the total number of cases during the quarter to 58. The Division reported that even though the number of Unemployment Insurance claims processed were at record levels, fraud was kept to a minimum through the constant vigilance of claims personnel, tax auditors, fraud investigators, and the cross matching of claims through the division's computer. A total of 17 cases were completed during the quarter leaving 41 cases pending. Hunters who wish In apply for any of the permit or controlled season hunts ottered in 1973 should get a copy since application dead lines are approaching. This year there will be no management unit deer per mits or "unit doe" permits for either mule or blacktail deer. Nevertheless, there are a number of special agricultural permit hunts both and after Ihe general deer seasons. Before applying for any per mit hunt, hunters are urged to consult the regulations booklet and then be sure to list the hunt by the specific name listed in the new regulations booklet. Unemployment Unemployment dropped in May for both Morrow and Umatilla Counties, following the trends set in April. Although Morrow County showed a slight drop (-50) in its nonagricultural labor force over the month to 1.680 in May, the difference was absorbed by the seasonal upsurge in the agricultural segment, mainly without irri gation, grain preharvesl, and potato preharvesl activities. Approximately 110 seasonal agricultural worker were added to the Morrow County labor force in May. The board also agreed to ask the long range planning com mittee to continue to explore the district needs. The school population is expected to nearly double by the fall of 1977. creating additional building needs. In other action, the board agreed to accept the firm of Smith and Hasagawa of On tario as architects for a 3-year term. Superintendent Matt Doher ty reported to the board that if the projected enrollments occur as anticipated, present land is not sufficient to meet the state standards required for the classrooms which may be needed. If they are received too near the applica tion deadline for return, they simply will not be considered in the public drawing. The application deadline for sheep tags or August deer and elk permit hunts is coming up soon. Hunters must have their applications in at the former Wildlife Commission's Port land headquarters by 3 p.m. on July 15 for these hunts. The deadline for all other deer permits is August 3 and for all other elk permit hunts and cougar tags is August 19. The license agent w ill also have Oregon Game Manage ment Unit maps which are dated July 1. 1973 on the front. These maps are still valid for 1973 since no boundary chan ges in management units have been made.
