MEL WINTER I -Mobile tones t Watch for I EPA approves DDT Emergency use of DDT has been approved by EPA Ad ministrator Russell Train to combat the tussock moth epidemic in Oregon, Wash ington and Idaho. Train said that he hoped natural enemies would control the moth before spraying this spring is necessary. If natural enemies do not prevail, spraying will be done under carefully controlled conditions specified by EPA and earlier by the Forest Service in its plan. "All of us concerned with proper forest land manage ment congratulate Mr. Train's approval of DDT," said R.M. Fredsall, Chairman of the Pest Control Action Commit tee for the Northwest. "It is most regrettable that EPA did not make this same decision 400,000 acres ago in 1973 when the Council and the weight of professional opinion so urged. "We hope it won't be necessary to use DDT, but after bad experience with no treatment in 1973, we are doubtful. We certainly do not want the tussock moth epi demic to expand uncontrolled for another year with its severe damage to our for ests," added Fredsall. MOVING?? He also asked the Forest Service to undertake major new research on substitutes this year. Fredsall said, "The Forest Service has been engaged in this research effort for many years. It is now well along in planning a new $9 million program in cooperation with western universities and the Cooperative State Research Service." "Mr. Train cannot shift the blame for failing to use DDT to the Forest Service because EPA rejected the idea in 1973," according to Fredsall. "Nor can he very appropri ately instruct the Forest Service to conduct research when his agency does not control the Forest Service budget where expenditures do need to be increased for this and other critically needed pest management research. It makes more sense to prevent further insect damage to the forests and not indulge in bureaucratic recriminations because of an error of judgement in 1973.
