The dinner was given for the truck shop in honor of having no tost time accidents for five years of January 6, 1973. After dinner the group enjoyed music provided by Don Slinkard and Ray Cody. The recipe is included here for those who like to try something out of the ordinary. It is a recipe of Mrs. Bill Connell of Fairview Ranch. Lemon Kraut Cake One box of lemon cake mix, 1 tsp. vanilla, and 1 cup sauer kraut. Follow direction on pkg. of mix. Wash kraut in cold water and cut fine with scissors. Add vanilla and kraut to cake mix. Pour into two greased and floured 8" cake pans. Bake at 350 degrees for 35-45 mins. Frosting: Cream together 1 cube margarine and 1 box powdered sugar. Add the juice of 1 small orange, 1 tsp. orange rind, and 1 tsp. vanilla. Cream until smooth. Everyone is welcome at the lone Auction and Barbecue. June 2nd will be a day filled with fun, good eating, and bargains galore. Terry went to Heppner Sun day to bring home Barbara and new son Robert. The Camp Five Community Card Party was held Saturday night with 11 tables in play. High was won by Bob Hire and Pat Van Arsdale. Low by Denzil White and Patsy Mc Minn. Pinochles by Dan Bell and Wanda Dunlap. The door prize was won by Denzil White. After playing cards, sand wiches, salad and relishes were served. Sixty six citizens were notified by letter of their committe appoint ments; 27 of them attended this meeting. The Notification The notification letters from Del Smith, Project Director, employed by the Morrow County Court, stated, "We are presently in the process of enlarging the regular Morrow County Solid Waste Advisory Committee in order to get the greatest possible participation during the development of a county-wide plan for solid waste management" and explained that consultants have been hired and that the grant application anticipated the use of five sub-committees of county citizens. Jones, opened the meeting with a few explanatory remarks and the 13-16-c introduction of Project Director Smith. Mr. Smith repeated some of the particulars of the grant which involves state and local funds totaling $23,750. He introduced John K. McDonald. Project Engineer of Clark and Groff Engineers, Inc. Salem, who are the project consultants with an agreed fee of $14,500. Mr. McDonald continued with an explanation of the citizen involvement planned. He re viewed the purpose and work plan of the project. After briefly outlining the functions of each of the five sub-committees, he directed each group to gather in separated locations. Lois Allyn, County Planning Office secre tary, assisted with the evening's proceedings. Committee Duties The Public Relations sub committee is to list the means of contacting the county citizens, to prepare public relations releases, to recruit citizens for committee work, to prepare background information of the planning area from natural, governmental, social and eco nomic points of view. The Governmental and Pri vate Industrial Relations sub committee includes within its membership, representativesof local governments and private industry having involvement in solid waste problems. It main tains liaison with other counties, planning agencies, and federal agencies to insure that policies formulated for Morrow County are compatible with larger scale policies. The Finance sub-committee will gather costs of existing and preposed solid waste disposal practices. It will investigate all sources of revenue and formu late proposed rate structures to allow the actual carrying out of the plan. The legal sub-committee will familiarize itself with and collect all federal state, and local ordinances touching on the solid waste problem, and act to formulate a proposed solid waste ordinane for the county. The Operations Analysis sub committee includes the consult ant. It is a data generating and planning committee. It will gather statistics, evaluate sites, propose alternative plans, and prepare the report on the planning project. Ideas to Study Consultant McDonald handed out a packet of reproduced samplings of some of "the volumious literature being turned out on the subject of solid waste" which he asked all present to study in hope that it would provide a basis for discussion, exchange of ideas and help to raise questions. Several articles were grouped under each of seven aspects of solid waste management. Introductory statements to each aspect included: (1.) Collection"costs are 80 percent or more of total cost but paradoxically, 80 percent of the research effort has been been spent on new methods of final disposal." (2.) Incineration-"which be comes recycling if the heat is used wisely DEQ's goal is to recycle 25 percent of all residential solid wastes by 1975 and 90 percent by 1982." (3.) Composting. - "Which many regard with almost ven eration." (4.) Baling or compressing "hopefully into something use ful, such as building blocks." (5.) Shredding-"to reduce volume, to make the waste unattractive to flies and rodents so no soil cover is claimed to be needed at the landfill. ...a neces sary first step before incinerat ing, composting, or machine sorting." (6.) Transfer stations-"these concentrate wastes at a central location where they can be processed or disposed of more efficiently." (7.) Landfills - "strictly speaking, the only known final disposal method for solid wastes is burial in the soil. The so-called alternate disposal methods are really only volume reduction methods because they all leave a residue that ulti mately must be landfilled. High was won by Roberta Conlee, Second High by Patsy McMinn. Pinochles were won by Cindy Weaser and, Sue Mattison. He said he is eager to explain the planning grant's possibilities to as many citizens as he is able to reach.
