day at the 4-H Horse Show
held in Heppner, Aug. 6.
Fifty-one members from
the five horse clubs in Mor
row County were on hand to
take part in the annual event.
Sate Fair judging teams and
individuals to compete in both
senior and intermediate
horse events at State Fair
are selected on the basis of
the highest combined scores
for the day. Members are
scored b points in both show
manship and horsemanship.
Those who will attend will be
announced later.
Three seniors and three in
termediates may attend State
Fair representing Morrow
County.

Oregon has been the leader
in the nation on environmen
tal improvement and this his
tory was noted by editors
from other states at the Na
tional Newspaper Convention
held recently in Portland.

clean natural resources that
have com? so far as to study
sound pollutants. It started
in 1900 with legislation deal
ing mainly with stream pollu
tion. A separate department was
set up in 1071 by the leg
islature. It now includes qual
ity control of air, water, land
use, which includes solid
waste disposal.
Oregon is the only state
to recognize Freeways and
parking areas as air pollut
ant sources. It has led the
way to force the Corps of
Engineers to implement on
the Columbia river dams to
cut down on the nitrogen con
tent in the river. It has met
with livestock ranchers and
related agancies for satis
factory disposal of animal
wastes.
Emphasis is on voluntary
rnmoliance. Permits are now
required from any city or
industry putting pollutants in
air or water. The aim of
the Department of Environ
mental Control (DEC) is the
co-ordination of all natural
resources agencies.
