Has Lato Mail Distribution In order to comply with the latest labor laws per collective bargaining agreements, part time employees utilized on a siil it shift basis must be sched uled over a period not to ex ceed a 10 hour span. Since the local Post Office has been spreading assignments for part time employees over an 11 hour day on a split shift basis, compliance with the new law necessitates having such em ployees report for work at 8:00 a.m. instead of 7:00 a.m. Fail ure to adhere to the law's re quirements would necessitate tho payment of overtime, for which there are no funds. It Is anticipated all first class mail will be boxed up by not later than !):00 a.m., and all other mail by not later than 10:00 a.m. Mail for delivery by Star Routes 1 and 2, will be dis patched on a variable schedule of 9:30 a.m., or upon receipt of mail thereafter. Hie success or failure of the 4 H Community Trlde program depends on the efforts of you nnd other young ncoiilc woiking to improve their communities." This message was given the Morrow Counlv delegation at- 'tending Oregon's first 1 II Com munity Pride conference In Sa lem Friday and Satuitiay (Sept. 21-25I. Icpresenting Morrow County were III members: Peggy Schlichting, Rhonda Sargent and Herb F.k.strom. Mrs. Lynnea Sargent, 1 II leader from Hepp ner and Don Stangel, 411 Ex tension agent accompanied our youth delegates. The purpose of the first state wide 1-H Community Pride con ference, which followed the theme Youth in Action", was to train 1 11 members and lead ers how to conduit community improvement programs at home, explained Don Stangel, Morrow Extension Agent. Community Pride will be con-1 din ted as a statewide I II ac tivity for the first time during the coming year after success ful pilot programs held earlier. The program will be conduct ed by I II members who will survey the community, select project and then determine how it will be carried out. In some cases, 4-11 members alone will be able to do the job. In others it is expected that they will work cooperatively with others in the community. A highlight of the conference was a talk by State Senator Don winner, Portland, whose topic was 'Concerned Youth Mak ing a Liveable Tomorrow". An other presentation during the conference was a panel of 4-H members discussing ideas and experiences gained from some of the pilot programs. Additional ideas were illus trated Saturday afternoon when certificates were presented to eight counties for outstanding programs conducted earlier this year as part of the 4-H Com munity lYIde program. Grant County 4-H members re ceived a citation for their ef forts toward completing Monu ment Park. Much of the effort to date has involved making new plantings in their recrea tional area. Young people in Helix iden tified the need for a community center and set to work to con vert a former school building into such a center to win a ci tatlon for Umatilla County. So far, 4-H members and others have been able to fix up two rooms for community meetings and a third room for a library. Their future plans include a, youth recreation room. The conference was planned by a committee of 4-H members working closely with staff mem bers of the Oregon State Uni versilv Cooperative Kxtenslon Service and Standard Oil of California, which Mwmsors the program In the western (dates.
