September 2. 1971 Irrigon Booth Takes Big Win At Counfy Fair IRRIGON North Morrow County 4-H Leaders Council took Sweepstakes prize lor Doom en tries at the Morrow County Fair, last week in Heppner. "Build your mst in the west, was the theme, taken from the song popul.vr in the early 1900's. We'll build a snwt little nest somewhere out in the West, and let the rest of the world go by. following the theme of the fair, "typically western". The focal point of the booth was a huge nest, with a paper mache egg. hatching a 4-H clo-1 ver leaf emblem. There was a trVe in the background shed- dine its leaves to the various 4-H projects, represented by their product or handwork. Four-H leaders feel that this is what it is all about, to en courage youth to gain skills that will help them live the good life. The committee who designed and worked on the booth in cluded: Gladys Hobbs, Rose Wil son, Marge Shade, Francine Ev ans. New ArriTdl The Rev. and Mrs. Wesley Cronk are parents of a son born Monday, Aug. 23, weight 7 lb., 5' oz. He joins a sister Janie and a brother Danny. He has been named Gordon Wesley. Paternal grandparents are Mr. and Mrs. James H. Cronk, of Mt. Angel, Ore., and maternal grandparents are Rev. and Mrs. Lynn Sparks of Santa Cruz, Calif. Leaving for Hawaii Mrs. Albert Partlow and her daughter Sheryl plan to leave this week for a 3 week vaca tion trip to Hawaii and the Orient. Mrs. Partlow is the Post master in Irrigon and during her absence Mrs. Harvey War ner will assume her duties. Mrs. Partlow and Sheryl will travel with the Rev. and Mrs. Kenneth Benintendl, who are Assembly of God missionaries enroute to Taiwan. Their tour is scheduled to take them to Honolulu, Tokyo, Seoul, Hong Kong, and Taiwan. Mrs. Benintendl, the former Linda Morse lived in Irrigon for several years when her father Lcland Morse, was pastor of the Irrigon Assembly of God. Mr. Benintendl has spent most of his life in Taiwan (Formosa) where his parents the Rev. and Mrs. Garland Benintendl have served as missionaries for more than 20 years. The Community Baptist Church in Irrigon has enjoyed a lively interest in their meetings late ly, although they are without a pastor for the time being. The Good News Singers have con ducted services several times. They are a group of young peo ple from the local and the Ken newick Baptist Church. They will be singing In the Commu nity Church in Boardman next Sunday evening. A Teen sing ing group from Washington were guests recently also. The Rev. Orvllle Tad lock of Vida, Ore., ministered here- on bunday, Aug. ZZ, and was a dinner guest of Mr. and Mrs. Elbert Eppenbach. The Rev. W. F. Coy of Irrigon spoke last Sunday. M and Mrs. Don Adams, Robert, Mark and Scott, vaca tioned at a park on the De schutes River last week. They were joined by frienda from Portland, Edna Mulklns la In Dale, to care for her brother, Elmer Ar bogast, who had surgery recent ly. Authorities are investigating the looting of Irrigon Melon stands and State Police have been asked to keep a closer watch at night, as all of the stands have lost some of the largest and best melons. The thieves have gained entrance by prying off windows or doors. Mrs. Earl Isom and Mrs. Per ry Pummel attended a training meeting for school cooks in La Grande on Tuesday. Mrs. Isom is head cook for the Irrigon El ementary' School, and Mrs. Pum mel is the newly appointed head cook for Riverside High School in Boardman. The im portance of good nutrition and eye appeal was stressed at the meeting. The polling place for said election will be the former Library Boom of the City of Heppner on Willow Street in the City of Heppner and the polls will be open from 8 o'clock A-M. until 8 o'clock P.M., Pacific Daylight Saving Time. The election has been called for the purpose of sub mitung to tne legal voters a the home of Mr. and Mrs. Pan tells v rontakis in Salem, on Aug. 22. They spent the week joning , Lincoln City, with the Copeland family, returning home on Sat urday. Mr. and Mrs. John Henner and Jack visited at the E. A Stephens and the Dave Gray beal homes recently. Guests of Mr. and Mrs. Rees Morgan, for 3 days, were his sister and brother-in-law, Mr. and Mrs. George Dyer and dau ghter Barbara from Riley, Kan. They also spent seveal days visiting in Portland. Ross and Douglas Anker, grandsons of the Morgans, and a friend Monica Correa, all of Portland, visited from Monday to Thursday of last week. L0NER0CK LONEROCK Company over the weekend at the home of Mr. and Mrs. Christensen were Herman's sister and husband, Elder and Mrs. Zumwault from Gresham, their son John Christ ensen and family. They had just returned from a fishing trip in Alaskan waters. This winter they will be teaching at Scappoose. Their son Stanley will soon leave on another mis sion. He will go to Borneo to do self supporting mission work. Other visitors were Mr. and Mrs. Myron Christensen and 2 sons from Beaverton and son Steven and family from Lacey, Wash. The Nichols family from Port land spent the past week at their Lonerock home. Mrs. Edith Perry received word that her niece Helen Rood was seriously ill at her home In Hermiston. Helen lived many years at Lonerock and we hope to hear of her speedy recovery. The house formerly owned by C. D. Robinson was recently sold to a family in Portland. Mr. and Mrs. Herman Christ ensen were in Condon this week and were told that 25 houses in Condon had been sold this year. Most of them were bought by retired couples from Port land who are glad to get out of the big city. That a proposed amendment to the charter of the City of Heppner be submit ted to the legal voters of the City of Heppner, Morrow Coun ty, Oregon, for their adoption or rejection and a special munici pal election be held as herein provided. Section 2. That the date of the special municipal election when the proposition to author ize the sale of $94,000.00 general obligation bonds shall be sub mitted to the voters is the 17th day of September, 1971, and that the polling place be and hereby is designated as the for mer Library' Room of the City of Heppner City HaU on Wil low Street of said city and the polls for the receipt of baUots shall be opened at the hour of 8:00 oclock A.M., Pacific Day light Time and closed at the hour of 8:00 o'clock P.M. Pacif ic Daylight Time, on said date. Section 3. That the proposed charter amendment referred to the City of Heppner by the com mon council be as follows: AN ACT To amend the charter of the City of Heppner, Oregon, by adding thereto Article VII au thorizing the reconstruction of bridges, streets, and swimming pool, damaged by flood and the relocation of utilities proposed to reduce further flood damage lor the City of Heppner; and the issuance of bonds in the sum of $94,000.00 to provide funds therefor. Be it enacted by the people of the City of Hepp ner, Oregon, that the charter of said city be amended by add ing thereto Article Vn to read as follows: ARTICLE VII (a) The common council of the City of Heppner, Morrow County, Oregon, is hereby auth orized, empowered and directed to issue and sell general obli gation, negotiable coupon bonds of said city in a sum or sums not to exceed $94,000.00. Said bonds are to be used for the pur pose of reconstruction of bridg es, streets and swimming pool, damaged by flood, and the re location of utilities proposed to reduce further flood damage. Said bonds are to be in denom inations of $1,000.00 duly signed by the Mayor and countersign ed by the City Recorder, where by the City of Heppner prom ises to pay the bearer of each of said bonds at maturity there of the sum therein stated in lawful money of the United States of America, with Interest thereon in like lawful money at a rate not to exceed 6 per an num payable semi-annually, each of said bonds to be a Gen eral obligation of the City of Heppner, and to be dated at a convenient time to be fixed by the common council to mature serially, as determined by the council, provided that the date of maturity shall not in any Ervvin Ph. 676-5806. (b) That the debt limitations contained in the charter of the City of Heppner shall not ap ply to the bonds hereby author ized nor shall any other pro vision and limitation of said charter apply. (c) Council shall each year at the time of making the an nual tax levy for city pur poses, include such levy and sums sufficient to be used jointly with other funds as may be received from operating reve nues to pay the interest due on the outstanding bonds of this issue and to retire the principal thereof at maturity. Section 6. That the proposed charter amendment here re ferred to the people of the City of Heppner by the common council shall be balloted upon at said time and place under the ballot title fixed by the council by this resolution as fol lows: AN ACT To amend the charter of the City of Heppner by adding Ar ticle Vn thereto authorizing the issuance and sale of not to ex ceed $94,000.00 general obliga tion bonds bearing not to ex ceed 6 interest per annum, for the purpose of acquiring funds for the reconstruction of bridg es, streets, and swimming pool, damaged by flood and the re location of utilities proposed to reduce further flood damage. That the creation of a water control district and the con struction of dikes, and the In stallation of pumping plants and the construction of other surface water control wovks will be of benefit to the lands with in said district and that the con struction of said works will be conducive to the public health, welfare, or safety.
