Was It Sudden? The RAD in Oregon Br OSCAR PETERSON It was my prlvilego Just a few days ago to attend ono of the regular meetings of the RAD committee. (Rural Areas Development Committee) In the assembly room of the Public Service Building In Potrland. For several years past now I have been a member of this committee and for the most part, have attended the quarter ly meetings. The origin and history of the committee la Interesting. The committee was appointed by the Director of the Cooperative Ex tension Service In the fall of 1961 at the request of the Sec retary of Agriculture. Twenty one people were appointed from a list of names recommended by a group of Federal and State Agency Administrators, They were people from different lines of endeavor and from different areas of the state. The commit tee elected IU own officers, and Judge Harris Hlgglns of Hood River was the first chairman. He was followed by George Schroeder of Crown Zellerbach, Portland. Present chairman is Ernest Jernstedt, farmer from the Carlton area. Committee members serve three year terms on a staggered basis, and re placements are selected by the committee as a whole. An Analysis and Projection of Ore gon Population Data, (who, how many, and where). Next topic for the meeting could be: Dis perse and Increase Economic Opportunity with emphasis on Urban Problems. Don McKlnnls of the State Department of Ag riculture offered his assistance In setting up the arrangement for a tour and meeting In the Hermlston area. He suggested that the tour be on a Friday afternoon, with the committee meeting on Saturday forenoon. The dates of April 23 and 24 Identified, subject to agreement with local interests concerned. Jean Scheel explained the con certed effort of the program and suggested that this would be a logical baste of considera tion in the meeting. -: I Now there would be no sales Journal visited Lonerock last week and took ten pictures of our little town. They included the Rock, Church, P. O. Build ing, row of mail boxes, jail, a section of rail fence, picture of Mayor Lloyd Rogers and his wife and Mrs. Ellen Harris, re corder and treasurer. He also wrote a short story about the town, and this was published with the pictures m March 3 issue of the Journal. Saturday Mr. and Mrs. Peter Morgan from Salem visited tne Emmett Davis family and were here to get informaton about the early settlers in this area. Their account will also be pub lished in the Portland Journal. Mrs. Morgan, the former Vir einia Morley lived in Lonerock for a number of years and her mother, Louise Morley, operat ed the large ranch that was later sold to Mr. and Mrs. Pete Campbell. McEwen Outscores The Cold Mustangs McEwen outscored the freez ing cold Mustangs 22-6 in the third quarter to come from be hind and win 53-43 at Athena last , Friday. Steve Rhea's 12 points in the first half sparked the Mustangs to 2315 lead at Intermission, but the whole team went cold In the third quarter and fell behind 37-29 at the quarter. Heppner could do no better In the fourth period against the fired up McEwen team and they trailed 53-43 at the final buzz er. McEWen's Kamp held scoring honors for the game with 26 points. This Thursday, the Mustangs will travel to The Dalles Seat ing Tourney and meet River side High in the preliminaries. Individual scoring for the Mc Ewen game was Rhea 14, Van Marter 10, Kemp 6, Wilson 4, Dick 3, Watkins 3, Boyer 2. Irrigon fo Hear Judge Paul Jones By ntANCES 80SE WILSOM IRRIGON A special Council meeting has been called for Thursday, March 18, when Judge Paul Jones will be present to present material on local gov ernment. Opposition to the Council of Governments, has made it necessary to seek new approach to local problems The public Is Invited to attend this information meeting, held in the upstairs council room In the old school building at 7:30 p.m. 4-H Activities Four-II leaders met at the Don Adams home March 9, and drew up a set of by-laws to be pre sented to the Community Club of North Morrow County. The next meeting of this club will be on April 8 at the A. C. Houghton school. Parents are In vited to attend. The square dancing club will meet on this Thursday, March 18, at 7:30, There Is to be a leaders forum at Blue Mountain Community College, Pendleton on March 27 at 10 a.m. for 4-H leaders from Eastern Oregon Counties. A din nor will be served and leaders will be given a guided tour of the college and campus. Work shops on various subjects will be offered to the group. There was a Livestock 4-H club, showing and fitting day, Saturday, starting at 10 a.m. at the Fairgrounds in Heppner. A bout 17 local members, Joined the group of about 100. Leaders who accompanied the 4-H mem bers Included, Pete Richards, Donald Leighton, Franclne Ev aas, Helen Acock, Marge Acock. Dr. John Landers from OSU Extension Livestock specialist gave instruction on how to show nd fit their animals for the fair, at the morning and after noon sessions. Nuclear Siting Meeting An information meeting on nuclear power plant siting and environmental effect, was held in the Cafetorium of A. C. Hou ghton School, on March 10. William J. Dowis, consulting en gineer for Douglas United Nu clear and Rupert Kennedy, Port Commissioner for Morrow Coun ty were guest speakers. They were presented to the local gathering by Bennle McCoy, a member of the Morrow County Sanctioning Committee. This was the 7th such meeting In the County. Among advantages of a nu clear power generator stressed by Dowis, from an environment al standpoint, was lack of smoke-type pollutant and few fumes. HEPPNER GAZETTE-TIMES, Thursday. Although conclusive research has not been completed, fear of excessive radiation from such a plant Is unwarranted, according to Dowis. The average annual amount of radiation exposure of 500 to 1,000 milllrcms, to which everyone is subject, would only be increased to 5 milllrcms u a person lived within U mile of the plant. This same amount of exposure Is received in one trip from coast to coast on an air liner flying 30 to 35 thous and feet. Rupert Kennedy concluded the meeting. He indicated that residents of Morrow County would be asked to approve a nuclear plant before any large amount of money Is spent on developing one. He showed slides of extensive plans for ir rigation and suggested that these could be brought Into use with a pumping plant, which a nuclear plant could hook onto at a later time.
