Under existing law funds de rived from the 11 excise tax on the sale or rules, shotguns and ammunition are made available to the states for wild life restoration programs. How ever, revenues from the 10 ex cise tax on manufacturers' sales of pistols and revolvers become part of the general fund of the U. S. Treasury and do not go Into such Droerams. The bill supported by NRA HR 1048. by Rep. John DlnRell, D-Mich.) would divide handgun taxes evenly between wildlife restoration and firearms safety training programs, including range construction. An estimat ed tofal of more than $4 mil lion per year is involved. The House Subcommittee on Fisher ies and Wildlfe, of wheh Mr. Dlngell is chairman, is holding hearings on the bill. In representing NRA at the hearings, Franklin L. Orth, NRA Executive Vice President, em phasized the importance of ear marking a sizable portion of handgun excise tax funds for construction of ranges on which firearms safety would be taught. Orth said: "With millions of firearms In private hands in an estimated 60 million households, and with 14.7 million licensed hunters in 1968. there is obviously a great need for adequate facilities up on which to practice marksman ship, to sight-in hunting fire arms so as to be assured that any shot that is fired will go where aimed, and especially to learn basic firearms safety. The current population ex plosion in America, however, las acted to produce a serious loss of range facilities. Gener ally, as urban areas expand, ranges disappear. I estimate that three ranges are being lost for every new range constructed presently un der NRA programs. Orth pointed out the import ance of firearms safety training in reducing accidents. He report ed that 2,600 persons died as a result of all types of firearms accidents In 19G8, a decrease of 10 from 1967. All 50 states have some form of hunter safety training avail able to their citizens, he said. In 15 states passage of a state sponsored hunter safety course is required in order to obtain a hunting license for the first time, and in 26 states a similar program is operated on a vol untary basis. Most of these are administered by volunteer work ers acting under the auspices of NRA andor State Fish and Game Commissions. "These programs have played an instrumental role In achiev ing this safety record", Orth said. Orth continued: "There has been a decrease in hunting ac cidents despite an increased number of hunters resulting from the general population ex plosion. The National Safety Council has indicated that hunt ing is one of the few areas where there is a declining rate of accidents. "Despite the comparatively good record, however, much more needs to be done. I am convinced that with proper training and access to adequate facilities, the existing accident fatality rate could be reduced to a very small fraction of the present number. In short, there is a demonstrated need for which there is a practical and feasible solution at no cost to the government".
