Sealed bids for furnishing all
materials, equipment, labor and
services of all kinds for the con
struction of a wading pool, bar
becue pit, underground sprink
ling system, planting lawn and
trees and installing city owned
playground equipment for the
City of Boardman, Morrow
County, Oregon, will be receiv
ed at the Boardman City Hall
until 8:00 P.M. on the second
day of September, 1969, and im
mediately thereafter will be
publicly opened and read aloud.
Contract documents may be
examined at Boardman City
Hall. A deposit of ten dollars
will be required and will be re
turned to those who submit bids
or return the documents within
ten days after the bid opening.
All proposals must be submit
ted on the forms furnished with
the documents and each must
be accompanied by a certified
check or bid bond in the amount
of 5 of the aggregate amount
of the proposal. The successful
bidder will be required to fur
nish a bond equal to the amount
of the proposal for the faithful
performance of the contract.
The project is to be completed
within 180 calendar days. If the
project is not completed and ac
cepted by this time, liquidated
damages of $20.00 per day will
be invoked.
The City of Boardman reserves
the right to reject any and all
bids or to accept any bid which
appears to serve the best inter
est of the owner.

Under the exlstlnc law, Con
gress must pass legislation ap
propriating funds to pay the In
terest on loans made under the
guaranteed student loan pro
gram. Because of rapidly chang
ing economic conditions, name
ly inflation resulting in in
creased interest rates, the Con
gress finds it cannot expedite
legislation quickly enou;:h to
provide safeguards that loans
will be repaid.
The new legislation would
provide continued funding to
pav for the interest on loans to
college students and would al
low the Commissioner of Edu
cation to raise and lower the
amount to interest paid by the
federal government.
"I feel it is my obligation as
a lawmaker to do everything
within mv power to open the
door wherever possible for all
Americans to advance their ed
ucation," Packwood said. "This
represents another step in that
direction."
