Because of rapidly chang ing economic conditions, name ly inflation resulting in in creased interest rates, the Con gress finds it cannot expedite legislation quickly enou;:h to provide safeguards that loans will be repaid. The new legislation would provide continued funding to pav for the interest on loans to college students and would al low the Commissioner of Edu cation to raise and lower the amount to interest paid by the federal government. "I feel it is my obligation as a lawmaker to do everything within mv power to open the door wherever possible for all Americans to advance their ed ucation," Packwood said.
