Persons using facilities with out having paid $1 dally fee or without being In possession of the annual $7 "Golden Eagle Passport" are being Issued no tices of violation. For example, In the period May 26 to June 7, there were 17 notices of viola tion Issued at Diamond Lake, Umpqua National Forest, one of the most heavily used recrea tion areas In the Pacific North west. Biggest complaint from users In the first three years of oper ation of the pay program was lack of enforcement, according to Regional Forester Charles A. Connaughton, U. S. Forest Serv ice. He emphasized that there Is no charge to visit the Nat ional Forests, "but the nation wide Golden Eagle program for developed recreation sites must be administered in a manner that is fair to all." Twenty per cent of the 1,208 developed campgrounds In the National Forests of Oregon and Washing ton are under the pay program. Persons caught In violation are summoned to appear before a U. S. Commissioner, who will determine the penalty. The Land and Water Conservation Fund (Golden Eagle) Act pro vides for fine of up to $100.
