"Your port commission has done n very remarkable Job," he said. Kennedy discussed waterfront sites, navigation and touched on industrial finance In his talk. He described a waterfront study that had been made of the river and mentioned various industrial sites available. The Port of Hood River Is doing a fine job on fill sites, he declared. First large site up the river Is Dallesport In Wash ington, opposite The Dalles. A total of 7,000 acres is available there. This is very good water front land but very rocky and hard to fill, Kennedy said. From this point, there are very few sites until the mouth of Willow Creek. There Is a small site at Rufus in Sherman county of some SO acres, but the county has no port commis sion, he said. The Willow Creek site is a good one, and there is a "very liny" site at Blalock. " Land and water are compat ible in Morrow county," the dir ector declared. "Things can ht accomplished unlike any other place in the State of Oregon." A site at Tatterson Kerry is still In negotiation with feder al agencies, currently being held for wildlife. Kennedy said that efforts are being made to keep the site under control of the Army Corps of Knglneers for future Industrial use. This Is the onlv site In Morrow county within the 15-mile bus bar rad ius of McNary dam which would provide advantages on power and is a great asset for indus trial development. The Tort of Umatilla has 900 acres of level land, easy to work with. Developments are expect ed there soon with rail and wa ter expansion programs now un derway. Relative to navigation, Ken nedy said that a brochure had been Issued by Mid-Columbia Council In May to show the nec essity of replacing the lock at llonnevllle Dam and raising the Bonneville pool from 71 to Ki feet above sea level to promote navigation. 'Pie Increased pool would also Increase power gen eration. Proposal is to enlarge the locks to CM ft. by IHJ feet and -10 ft. depth. Hazardous ap proaches also should lie elimin ated, he said. At the same time he pointed out that the 77 tulle John Day dam pool will be the finest nav igable stretch on the Columbia. "It would handle the Queen Mary," he declared. The Umatilla reservoir of the John Day dam will be longer than The Dalles dam and Bon neville dam pools combined. Kennedy stressed the import ance of development to provide ols for young people In the nation, stating that there are now 90 million persons it) the Culled States under 25 years of nee approximately half the population. "If they said they would do something, they did It." he tie- dared. Spirit of agencies in tho county has been an outstand ing example of cooperation, ho added.
