Land bank loans, according to Mr. Preatbye, accounted for ap proximately one out of three of the total farm and ranch mort gages recorded In the four states of Idaho, Montana, Oregon and Washington In the first nine months of 1980. Mr. Preatbye said an easing in money costs, coupled with op erating efficiencies, enabled the bank to declare a 4 percent divi dend on November 30, 19G0. This $IG5.728 dividend was paid to the 63 Federal land bank assoc iations which own all of the bank's capital stock. The assoc iations, In turn, pass on most of the dividend to their stockholders who are the bank's borrowers. "Being a cooperative," said the attorney, "the bank shares with Its borrowers, through their as sociations, any savings which It can effect over and above Its operating expenses and needed reserves."
