In the lt official election there was to be voted upon, a special ballot to give or not to give to the governing body of the county, the authority to pro reel with adopting coning ot land use ordinances. The ballut read: "Shall the County Court or Board of County Commission ers for the County of Morrow State of Oregon, be authorized to enact toning and land use reg ulatlons?" Unfortunately the measure lost. It was unfortunate because It leaves the County Court with nut enabling legislation. It leaves the County Court without the authority to carry out any development pattern previously adopted by the planning com missions.
