CHARTER AMENDMENT SUB MITTED TO THE VOTERS BY THE COUNCIL An Act To amend the Charter of the City of Heppner, Oregon, by add ing thereto Article authoriz ing renewal, repair and improve ment oi tne waier system, anu the issuance of bonds in the sum of One Hundred Sixty Thousand Dollars ($160,000.00) to provide funds therefor. BE IT ENACTED BY THE PEO PLE OF THE CITY OF HEPPNER, OREGON that the Charter of said City be amended by adding thereto Article to read as fol lows: Article (a) In order to provide funds with which to replace water pipe lines, and repair and im prove the water system of the City, the Council is authorized to issue and sell water bonds of the City, in the sum of One Hundred Sixty Thousand Dol lars ($160,000.00). The said bonds shall be in such form and shall bear such issue and maturity dates as the Council shall determine, but all of said bonds shall mature within twenty-five (25) years from is sue date. Should the Council s0 elect, it may issue the said; the undersigned has been ap hnnH u,ith tho nnviiPTP tP. i pointed administrator, c t a of the bonds with the privilege re served therein, of redeeming part or all of the bonds at par value and accrued interest, upon optional dates to be de signated in the bonds. The said bonds shall be sold for not less than ninety-eight (98) percent of the par value thereof and the full amount accrued inter est thereon. (b) The debt limitations con tained in the charter shall not apply to any of the bonds here by authorized. (c) The Council hereby is auth orized to fix and collect just and equitable rates and charg es for the use of the services and facilities of the water system; and to pledge all or any part of the net revenues thereof, to the payment of the interest on, and to the retire ment of the principal of, the bonds hereinabove authorized (d) So long as any of said bonds or any that may be issued to refund. them shall be outstanding, the Council shall include in the annual tax levy of the City a sum sufficient with the aforesaid net revenues of the said water system and(ty, and all persons having facilities, to pay the interest claims, against the said estate upon and the principal of the are hereby required to present said bonds as the said obliga tions respectively become due and payable. The said tax shall be levied upon an ad valorem basis upon all of the property within said City so taxable for its purposes. RESOLVED FURTHER, that the following ballot title is adopted for said amendment: CHARTER AMENDMENT Submitted to the Voters by the Council. Shall the Charter of the City of Heppner, Oregon, be amend ed by adding thereto Article authorizing the issuance of water bonds in the amount of $160,000.00 to provide funds with which to replace water pipe lines and repair and im prove the water system of the City? 100 YES 101 NO RESOLVED FURTHER, that this resolution for a proposed charter amendment submitted to the voters by the Council be filed with the Recorder for sub mission to the legal voters of said City for their adoption or rejection to be voted on at a special election, which said elec tion is hereby called to be held on the 10th day of February, 1959. RESOLVED FURTHER, that the Recorder be and he is instructed to give notice of said election by publication of this resolution in full in Heppner Gazette-Times, a newspaper published in the City of Heppner once each week for two successive weeks, the first publication thereof to be more than fifteen (15) days prior to the election. The Recorder shall also post notices of elec tion in at least six (6) public and conspicuous places in the City at least ten (10) days prior to said election, which posted notice shall state the time, place and purposes of the election but need not contain the full amend ment. RESOLVED FURTHER, that the 10th day of February, 1959, be tween the legal voting hours on said date, that is from 8 o'clock A M to 5 o'clock P M, is hereby designated as the time for holding said election, 1 and the following polling place and the following Judges and Clerks are hereby designated, and appointed as the place and offic ials to conduct said election: Polling Place: Council Cham bers in the City of Heppner, Ore gon; Judges, Edna Fetsch, and Mabel Heath; Clerks, Fay Fer guson, Ruby Becket and Marg aret Siewert. RESOLVED FURTHER, that the Recorder is instructed to notify said Judges and Clerks, prepare the necessary ballots and other election supplies, and take all other action necessary in the conduct of said election. WHEREAS, it is necessary for the peace, health and safety of the City that the election herein provided for shall be held at as early a date as possible and in order so to do this resolution take effect immediately, NOW, THEREFORE, AN EMERGENCY is hereby de clared to exist and this resolution shall go Into force and effect upon its adoption and approval. So it goes with timber, pears, apples, mining, stock rais ing, and the myriad of other in terests which go to make up the broad economy of our state. As these bills come to our desks we make every effort to make note of the various topics and then determine the inter ests of the folks back home and the broad aspects of the mea sures as related to ail of Oregon. I would like to stress once more that I urge all of you to keep in touch with me regarding any legislation which interests or concerns you. If you see an item in your newspaper about a par ticular bill of this kind by all means let me know. I will se cure for you a copy of the mea- sure and try to advise you of .the current status of the mea sure. Further, you then alert me to the Interests of the people of my area and give me invaluable assistance in determining how I can best serve our needs. This will be the week when we really start working toward our goal which is a one-hundred day session. The girls worked on their pin cushions and received informa tion on their head scarfs which they will make. The members played a story game. We sang "Hail Hail the Clubs All Here." Susan Baker was hostess. Karen Nelson, reporter 4-H NOTES Billy Doherty made a rope halter and showed all the mem bers how they could make their own. Jimmy Barclay gave a very good demonstration on the "parts of a pig. He also gave the "why" of a good pig. Bernard Doherty joined the club. David Proudfoot, president, was unable to attend the meet- ng. Mitchell Ashbeck entertain ed the group with a game. Our next meeting is Feb 22, 2:30 p m at the Pine City school house. It is potluck. It was voted to have each member bring their projects to the Harold Wright ranch for the regular May meeting. Nine members were present and the guests were Mrs Harold Wright, Archie Ball, Sr, Mr and Mrs Darrell Harris and Johnny, Mrs Paul Webb and Beckie and Frank Anderson and Charlie.
