OREGON AIDS CD PLANS Oregon is one of eight states being used in a pilot program of standardizing Civil Defense plans and in preparing material for the joint Congressional ap propriations committe, Col Arthur M Sheets, state civil defense dir ector, said Wednesday. The announcement was made following a series of conferences this week with a team of federal civil defense officials. Purpose of the program is to gather information to support recommendations to be made to the Congress in implementing a new law to establish joint re sponsibility for civil defense by federal, state and local govern ments on a matching fund basis. State civil defense plans, in cluding continuity and civil ser vice merit will be used to de termine state eligibility under the program. O K Beals, of the department emphasises that all labels must indicate the name of the packer, distributor, or producer of pro duct, and the net weight. Most violations coming to light are small but they are sufficient 'to amount to a violation of Ore- Igon's food misbranding laws, even though the violation may ,be accidental. j GREYHOUNDS SIDETRACKED I The long litigation over a grey hound racing plant in Eugene j ended Wednesday when the State Supreme Court denied an appeal I from Greyhound Park, Inc. The park sued the State Racing Commission after It couldn't get a license in 1954. When the Mar Ion County Circuit Court ruling was adverse, the park took the matter to the highest state court. The court, in its decision by Justice William McAllister, ruled that the question was rendered moot because the legislature gave the racing commission clear powers to grant or deny a racing license. Since this case started in 1954 the racing laws were strength ened by the Legislature in 1955 and 1957. At both sessions it was j agreed that the racing commis sion had been doing a good job and the state's Interest and finan- j cial returns should be safeguard-1 ed.. Supervisor Rector said that in cutting the Christmas tree for which the tag is obtained the person should be buided by the following general rules: (1) The tree to be cut must be at least 200 feet from the road right-of-way. (2) The person should not cut a large tree and then take only the top out of that tree for the Chritmas tree. (3) If several trees are to be cut they should not all be cut in one spot as the justification for harvesting Christmas trees is to give grow ing room to the remaining trees. (4) The stump height should be as low as possible, and the tree should be completely severed from the stump so that it will not remain a host for insect in festations. He also wished to caution that the tag, which is issued by the Forest Service, is only applicable to National For est lands and much of the lands surrounding the Pendleton area are not National Forest.
