School For Deaf Tots
Go-ahead on planning a $100,
000 all-purpose structure to house
and educate the state's pre-school-age
deaf youngsters was given
Tuesday by the State Board of
Control.
But presentation of the prelim
inary drawings for the building,
due for construction on the deaf
school campus in Salem, prompt
ed a question over the roll of the
Department of Finance and Ad
ministration in approval of the
building.
The board decided to ask At
torney General Robert Y. Thornt
on for an opinion on whether the
Finance Department's approval
is required before funds can be
allocatted for buildings. such as
the deaf school structure.
Construction of first buildings
for the state's new correctional
institution near Salem moved a
step closer Tuesday as the board
accepted working drawings for
first-phase work estimated at ab
out $2,000,000.

Governor Robert D. Holmes.

The board is reported to be hunt

Suicide Rate Down
Oregon's Suicide rate dropped
last year to a record low of 11.8
per 100,000 of population accord
ing to Oregon State Board of
Health statistics.
The state's average has previ
ously been with the top 10 states
of the nation.

Wins Top Honors
In Soil Contest
Oregon's champion soil con
servation district for 1956-57 and
two individuals selected for out
standing work in soil and water
conservation have been named by
Goodyear Tire and Rubber comp
any, sponsor of a national soil
conservation awards program
Gilliam county district, one of
54 soil conservation districts in
Oregon, received top honors for
the state.
Loyd Smith, Mayville, was
named by Gilliam county dist
rict board of supervisor as t?ie
outstanding farmer cooperator.
Harold Hatfield of Arlington, was
nominated by the winning dist
rict to receive the governing
board's individual member aw
ard. Smith and Hatfield will be
guests of the program sponsors
on a vacation trip to Wigwam
guest resort and Goodyear Farms,
Litchfield Park, Ariz., in Novem
ber. Gilliam county district and
the individual winners will also
be presented bronze plaques at
annual meeting of the Oregon
association of soil conservation
districts, November 21 and 22, at
Tillamook.
Second place district honors
went to the Midstate conserva
tion district in Deschutes county,
which nominated Alfred Smith of
Terrebonne as its outstanding

lishment in the fields of soil and
water conservation. The 11th an
nual contest began this May 1.
Gilliam county was credited
with making the greatest ad
vance of any county in the Col
umbia Basin in use of trashy fal
low for erosion control. E. R. Jack
man, Oregon State college farm
crops specialist and member of
the state judging committee, said
the county is also making rapid
progress in use of an alfalfa
grass combination for soil con
servation. Other Oregon judges were
Glenn Purnell, Corvallis, former
executive secretary, Oregon state
soil conservation committee; Rob
ert Brown, Portland, assistant
Oregon conservationist for SCS;
and Robert Baum, then executive
secretary, natural resources com
mittee and now executive secre
tary of the state soil conserva
tion committee, Corvallis.

tion program in Oregon were
signed July 22 by the state di
rector of agriculture, Robert J.

The regulations were drawn
following a series of six hearings
held during the first two weeks
of July. They follow the general
pattern of proposals presented at
the hearings.
Only one major change was
made from the department's or
iginal proposals. This modifies
the proposal relating to the pres
ence of uninspected meats in
any establishment selling in
spected meats; this proposal, it
developed from the hearings, is
not enforceable at this time. As
written into the final regulations,
the state will require that unin
spected meats may be received
at slaughter plants only under
conditions prescribed by the de
partment. The regulations governing the
meat inspection program have
the same weight as well as the
provisions of the meat inspec
tion law
