Oregon's famous Rogue River is univer sally known as the one stream where the steelhead, the fastest and fiercest fighter of all game fish will take a fly consistently. If any restrictions are impera tive, reduce the bag limit. The ethical fly fisherman won't mind, particularly those who come from N. Y., Rome, Hollywood, Florida, England, etc. Many of these, with rubber gloves on their hands, re lease their fish after the fight. Pure sport. NOT ALL ROUTINE BILLS Making a high tempo clearance record for the session the legis lature this week sent 47 bills to the governor for his action. Here are briefed notations of the more important bills in the package. Raises from $500 to $750 a year the state grant to blind students attending college. Allows dependent children's aid from welfare funds for child ren up to 18 and those living with relatives. Appropriates $39,048 for State Soil Conservation Committee. Requires annual instead of biennial publication of list of claims, warrants and other in formation by county clerk. Changes date to April 15 for reporting gifts subject to tax, date for paying gift tax from March 15 to April 15. Approves $974,627 budget lor Oregon State Fair. Appropriates $764,870 for Hill crest School for Girls. HUMANITARIAN The acceptance of providing adequate care for the state's wards has a pattern that is at variance with popular concep tions. Many people have a dark idea that legislators are always the big, loose spenders of public funds. That the state board of control Is often just three old Scrooges and they, the voters themselves are the all-wise con servators of our financial eco nomy. According to the records the joy and gloom duo are the boys who twist the wheel of fate for state's wards. Accelerated spending under a higher education pressure group regime has for the past 15 years caused state wards immeasur able suffering and has handi capped readjustments for lack of adequate Institutional buildings and modern care. This is the private opinion of a majority of the members of ways and means committees for many years. Oregon taxpayers also have been looser when state govern ment building was stinted arid needed space had to be, and still is rented in privately owned buildings. And we are forcing the educa tion machine beyond its effici ency and spending for more ca pacity at a loss of a good finished product? While we are looking for an education engineer who can make the educational jugger naut efficient we should consider basic human requirements. The recent 12-week inspection of state institutions made by Sec retary of State Mark Hatfield shows these "Imperatives:" A start on the Dammasch Portland State Hospital, twice voted by the people of the state at general elections. Expansion of facilities at Fair- view Home, where a wating list of mentail deficient has reached a "sobering" length. Provisions of a teen-age psy chiatric facility because none now exists except In amalgama tion with adults at the state hospital. Alleviation of hazardous hous ing conditions for children at both the Deaf and Blind Schools. Re-evaluation of planning for MacLaren School for Boys, pro vision of additional dormitory space, a full-time chaplain and chapel. Mrs. Bethena R. Lord Funeral services were held for Mrs. Bethena Richardson Lord late of lone, Friday April 12 at the Folsom's Funeral chapel in Pendleton with the Rev. Floyd Bailey, pastor of the lone Com munity church officiating. Inter ment in the Olney cemetery In Pendleton. The soloist was Ted Roy and the pall bearers were James Lindsay, Garland Swan son, David Rietmann, Cecil Thome, Harvey Smith and Frank, lin Lindstrom. i Mrs. Lord was born in Lane County, March 21, 1874 to John Wesley and Rebecca Richardson who came to Oregon in 1846. She is survived by one daughter, ! Mrs. Juanita Melena of lone and one brother, John Richardson of Junction City.
