Tuesday the House defeated House Bill 419, a measure which would give county assessors ac cess to individual income tax re turns in the hands of the State Tax Commission for the purpose of discovering possible omitted property. It was attacked on the grounds that (1) It circumvents the secrecy provision in the state income tax law. (2) Confusion would be apt to raise from the fact that many the income tax depre ijai uii ciation account because it has been completely depreciated. The bill failed with 32 opposi tion votes. Thursday it was re considered by the House and sent back to the taxation committee. Thursday the House passed HB 321, which sounds to me like the most sensible approach yet to the problem of how to limit the game-hogs among the sports fishermen and charter-boats, without unduly penalizing legi timate commercial fishermen. It will require all those buying commercial licenses for fish and shellfish to paint certain desig nated letters for each license on each side of their boats, as well as on the deck or cabin top We enjoyed two traditional social events this week. Tuesday night Speaker Pat Dooley and his wife entertained House members, wives and state officials at a reception. ' Decorations were all and St. Patrick's Day. We were particularly intrigued with the two huge baked salmon which were decorted with shamrocks piped on with green mashed po tatoes. Thursday night we were guests at one of the series of buffet sup pers being given by Governor and Mrs. Holmes. It was a most enjoyable evening, casual and informal. Parties such as this, after working hours, give most of. us opportunities to become ac quainted with other members tic days. 4-H Club News LEXINGTON LIVESTOCK CLUB The March meeting of the Lex ington Livestock club was held at the Ken Palmer home with all members but one present. The meeting was called to order by the president Dennis Doherty. Martha Doherty gave a report on minerals that are needed in livestock feeding. Mr. Beach handed out papers on safety to each club member. Window displays were discus sed for 4-H Club Week and it Carol Ann Palmer, reporter Period For Water Well Registration More Than Half Over The three-year period provided by the 1955 legislative Assembly for well owners to register their claims for rights to appdopriate ground water is more tnan half over. Failure to register a claim with the state engineer before August 3, 1958, creates the pre sumption that the well owner has abandoned his claim for a vested ground -water right. Certain uses of ground water are exempted from registration. These exempted uses include the use of ground water for stock, for watering any lawn or noncom mercial garden not exceeding one-half acre in area, for single or group domestic purposes In an amount not exceeding 15,000 gal lons a day, or for any single in dustrial or commercial purpose in an amount not exceeding 5,- 000 gallons a day. To be subject to registration, a well in western Oregon must have been constructed on or be fore August 3, 1955. This is the date that the ground water act of 1955 became effective. In Eastern Oregon, wells must haxe been constructed on or before May 28, 1927 fore there has been ground-water legislation govern ing the construction of wells east of the Cascade divide since that time. Wells for non-exempted uses that have been constructed subsequent to these effective dates without benefit of a permit to appropriate ground water are unlawful wells and are not sub ject to registration. Owners or operators of wells that are used in unlawful appropriations of ground water should make ap plication to the state engineer for a permit to appropriate ground water. The priority for a water right obtained by a permit is based on the date the application for a permit is filed with the state engineer. A right to ap propriate ground water under a registration has a tentative pri ority based on the date when construction of the well was be gun.
