The proposed project would comprise a concrete grav ity dam having a gated spillway section, 1,310 feet long, an intake and powerhouse section 1,298 feet long, and several connecting non overflow gravity sections aggre gating 1,192 feet in length, creat ing a reservoir with normal pool at elevation 255 feet extending 75 miles upstream to McNary Dam; a navigation lock; fish ways; a powerhouse with initial installation of 13 units, each turbine rated at 134,000 horse power and direct connected to a generator rated at 85,000 kilo watts at 93 feet rated head and provisions for expansion of the powerhouse,, for ultimate instal lation of 18 units; and appurten ant facilities. The power gene rated would be used to serve the applicant's customers and to meet the requirements of an expected industrial growth. The prelimi nary permit, if issued, shall be for the sole purpose of maintain ing priority of application for a license under the terms of the Federal Power Act for the pro posed project. Protests or peti tions to intervene may be filed with the Federal Power Commis sion, Washington 25, D. C, in ac cordance with the Rules of Prac tice and Procedure of the Com mission (18 CFR 1.8 or 1.10). The last day upon which protests or petitions may be filed is Novem ber 8, 1956. CONVICTION UPHELD The Oregon Supreme Court Wednesday upheld the convic tion of Ethel Story, Dallas for the shooting and wounding of her husband Frank last November. Justice George Rossman in the opinion said that in the course of an argument with her husband during the pendency of divorce proceedings, the crime was com mitted. The court held instruc tions requested by Mrs. Story pertaining to self defense were in the nature of comment oh the evidence and instruction by Judge Arlie G.
