The proposed project would comprise a concrete grav ity dam having a gated spillway section, 1,310 feet long, an intake and powerhouse section 1,298 feet long, and several connecting non- overflow gravity sections aggre gating 1,192 feet in length, creat ing a reservoir with normal pool at elevation 255 feet extending 75 miles upstream to McNary turbine rated at 134,000 horse- power and direct connected to a generator rated at 85,000 kilo watts at 93 feet rated head and provisions for expansion of the powerhouse for ultimate Instal lation of 18 units; and appurten ant facilities. The power gene rated would be used to serve the applicant's customers and to meet the requirements of an expected industrial growth. The prelimi nary permit, if issued, shall be for the sole purpose of maintain ing priority of application for a license under the terms of the Federal Power Act for the pro posed project. Protests or peti tions to intervene may be filed with the Federal Power Commis sion, Washington 25, D. C, in ac cordance with the Rules of Prac tice and Procedure of the Com mission (18 CFR 1.8 or 1.10). The last day upon which protests or petitions may be filed is Novem ber 8, 1956. As ballots go, however, it will be one of the shortest sheets for many years as there are only eight measures when at some general elections there have been 30. The 1955 legislature referred five measures to the people of the entire state and one to the voters of Marion county only. The other two are a referendum by petition and an initiative petition. No. 1 Referred to the people by the legislature, would autho rize the legislature to place an emergency clause on any tax law, thus permitting it to go into ef fect immediately. It would fur ther provide that filing of an initiative petition to submit a question to the people shall not suspend operation of any exist ing law until after the people have voted on the question. No. 2 Referred to the people by the legislature, would autho- rize the state to accept, hold and dispo.se of corporation stock which has been donated or be queathed to the state by will. No.3 Referred to the people by the legislature, would repeal ori ginal provisions of Oregon Con stitution, adopted in 1859, fixing the annual salary of Governor and Secretary of State at $1500; State Treasurer at $800 and Su preme Court Judges at $2000. No. 4 Referred to the people by the legislature, "would amend Oregon Constitution by authoriz ing legislature to prescribe quali fications for office of county coro ner and county surveyor. No. 5 Referred to the people by the legislature, would amend Oregon Constitution by increas ing annual salaries of state legislators from $000 to $1200. WHY TRAFFIC ACCIDENTS Take the word of a man in his line of duty has sought the cause of many motor vehicle accidents in Oregon for many years, Capt. Ray G. Howard of the Oregon State Police, who says, "The fail ure of drivers to keep their mind on the business at hand is one of the principal 'causes of traffic accidents. Four other principal faults," Howard relates, "are rug ged individualism of the driver who disregards others; an un healthy disrespect for law, lack of skill on the part of the driver, and lack of regard for human life." Howard makes some frank ac cusations of parents for setting bad driving examples before their offspring and their poor attitude, in regard to law enforcement. He said that many of the "jalop ies" which parents provide for their sons should not be permit ted to operate on the highways.
