The Oregon state highway com mission has decided to discon tinue the use of the word "ex pressway" as four-lane roads with limited access and no cross traffic should have an individual de scriptive name and "freeway" is a fitting name according to W. C. Williams, who becomes Oregon's highway engineer Aug. 16, succeeding R. H. Baldock who resigned to head a two-year high way advisory mission to Iraq under an agreement between that country and the United States. Baldock's appointment to the Iraq mission gave him an inter national accolade. Developments by Baldock which have been widely adopted Include: a pro cess for oiling macadam roads, theory of design and location based on speed, water grade routes, which open a "new era" such as the new Columbia river highway in road building.
