H: Bal dock Freeway, it will be a last ing tribute to a man, whom we feel is the outstanding highway engineer of the nation." RULES ON COUNTY PAY Attorney General Robert Y. Thornton has ruled that county courts cannot approve any sal ary increases for elective officers unless the county budget com mittee has approved them prior to July 1. James Kinturn, Crook county district attorney requested the opinion and reported that the county board of commissioners had attempted to raise the county judge's salary from $2,800 to $4. 500 a year. STATE SALARY HIKE By a vote of 5 to 2 the Oregon State Emergency Board this week approved a plan to increase State Board of Higher Education aca demic employes' salaries $194, 0C0 a year, effective Sept. 1. State Senator George W. Ulett, Coquille, and Representative Henry Semon, Klamath Falls, voted against the boost on the grounds that, if the money is not available the Emergency Board fund could not stand such a de pletion from its present $220,000 balance. Neither of the legisla tors are candidates for re election. Voting for the million dollar increase for the biennium were: Senators Merrifield and Belton, and Representatives Stewart, Cor bett and Davis.
