I am making an early an nouncement that I do not choose to run for re-election as city councilman. Its every man's duty to give part of his time to the community in which he lives, without pay. When one man stays in office too long he deprives some other good citi zen of an opportunity to serve. Probably the three most out standing projects accomplished while serving with the council was the sewer project, digging the new city well and granting the TV franchise. S. T., on the 5th day of March, 1956, and will be thereafter be publicly opened and read. Pro posals shall be addressed to the City of Heppner and mailed or delivered to the City Recorder of Heppner, Oregon in time to be in his hands by the above time of the opening. The proposed foot bridge in cludes placing of approximately 40 cubic yards of reinforced con crete in footings, piers, beams and slabs, containing 6200 pounds of reinforcing steel, and instal lation of approximately 700 pounds of 1 inch pipe railing and posts. Plans and specifications may be examined or obtained from the office of Clark, Groff and Cave, Engineers and Architects, 3240 Triangle Drive, Salem, Oregon or from the City Recorder at the City Hall in Heppner, Oregon. Qualified contractors may obtain copies of the plans and specifi cations for bidding upon a de posit of $15.00. These deposits will be refunded to all bidders and one-half of the deposit will be refunded to non-bidders upon return of the documents in good condition. All proposals shall be made on the regular blank forms bound with the specifications and shall be accompanied by a certified check, cashier's check, or bid bond made payable to the City of Heppner in an amount equal to not less than 5 of the amount of the bid. The successful bidder will be required to furnish a 100 surety bond to guarantee faith ful performance of the contract The City reserves the right to postpone making the award for reasonable length of time or to reject any and all bids and to ac cept the proposal considered in best interests of the City. Henry Martin is home again from the Blue Mountain, hospital at Prairie City. Mrs. Martin is still in the hospital at Salem. Mr. and Mrs. Aaron Engalls of John Day spent the weekend visiting her folks, Mr. and Mrs. Joe Wheeler and her grandpar ents, Mr. and Mrs. Fred McWillis. School was out three days last week due to the cold weather. It resumed again Monday morn ing. The John Erhardt family have bought the ranch on Deer creek known as the Slocum ranch from Mr. and Mrs. Leonard Robertson. Erhardt will continue to operate the garage he now runs in Monu ment. Mr. and Mrs. Johnny Stubble- field were gone several days on business. Mrs. Choicey Van Det ta did the chores while they were away. lone News Duane Baker, student at Paci fic University, spent the weekend with his parents, Mr. and Mrs. E. M. Baker. Mr. and Mrs. Roy Lindstrom and "son Stephen, were Portland visitors last week. Miss Lena Miller returned with the Garland Swansons from Salem to visit for some time. C. Strahm of The Dalles visited at the home of their daughter and family, Mr. and Mrs. Ralph Crum last week. He served in the Senate with Patterson in 1949 and in 1951 when Patterson was President of the Senate, and again in 1953 when Patterson was governor and in 1955 when Gover nor Smith was President of the Senate and Patterson was gover nor. They are having their troubles and with. Tolitical candidates are jumping from office to office and back again in a musical chair outine. From day to day neither kingmakers nor candidates know what they are running for. So far there is fine harmony follow ing the script, "party first." U. S. Senator Wayne Morse is just what the Democrats asked for and is the only spot on their ticket that is settled. The only other Democrat that is rated even as a long-shot competitor would be Justice Earl C. Latourette. The Republican to be selected to run against Senator Morse was at the funeral of Governor Patter son last Friday. That much you can be assured. Our guess is one of this quartette: Guy Cqr don, Doug. McKay, Charlie Spra gue, Bill Walsh, to use political slanguage. Guy is in the role of the captain that lost his ship but not by much but lost. Doug has the "give-away" handicap to fight and is in bad with organ ized labor (might be more handy than handicap). It would take a severe emergency to prevail upon Charlie to run. He had a term as governor some ten years ago and we haven't had a state sales tax since.
