Approximately 18,000 employ ers reported payment of wages for the first six months of 1955 at $648,296,330, an increase of $42,. 000,000 over the same period a year ago and $26,000,000 more than the previous high of $622, 2,06,355 in the first half of 1953. If this rate" maintains, officials said this year's payrolls will reach $1,350,00$,000 against the top of $1,298,380,028 two years ago. Tabulation of second quar ter payrolls showed $340,517,697. This is the highest for any three months in the history of the com mission, except for the third quar ter of 1953. The summer period just passed was expected to set a new all time record, officials reasoned. MORE CARS There will be a car for every person in Oregon in 1969 if the number of motor vehicle regis trations increase at the present tempo and the population in creases only normally. The in crease during the past 12 months was almost 7 per cent. I The processing of registrations and titles in the motor vehicle j department is necessarily tedious 26.95 PARKER f and time consuming, because of research and cross-filing; how- i ever, figures for the first nine months of 1955 were available for totalization Monday. Secre tary of State Earl T. Newbry re vealed there were 657,773 motor vehicle registrations processed in his office during the first nine months of this year as compared with 614,096 during the January 1 September 30 period in-1954. Newbry's report also showed his office issued 47,290 new driv ers licenses and 35,488 instruc tion permits during the nine months tabulated. MORE HOSPITALS The Oregon State Board of Health meeting in Salem this week approved a federal grant of $563,000 for a proposed 78-bed hospital at Medford. The approval is tantamount to a grant of the Hill-Burton act funds. The state would match the federal funds and the bal ance would be raised locally in southern Oregon. Other projects approved for federal aid were $12,03o to com plete an addition to Holliday Park hospital in Portland; $6,833 for an addition to Blue Mountain general hospital in Prairie City, and $175,000 to remodel and en large Hood River Memorial hos pital. Federal funds approved will be available during the current fis cal year. MORE EMERGENCIES Last Friday was the first time anyone around the Capitol ever heard of the president of the sen ate declining to serve as chair man of the emergency board. Maybe no one ever had the chance before. While Gov. Paul Patterson was in Miami and Washington, D. C. for ten days Senate President Elmo Smith served as governor until Patterson returned Tuesday. As president of the senate Smith is chairman of the emer gency board which met last Fri day. As the date approached the acting governor envisaged him self as violating the constitution if he presided at the meeting while serving as governor. The governorship is a part of the executive department of state. The president of the Senate is in the legislative department. One person cannot serve in two de partments. The law ls blunt about it. What to do? Resign as temporary governor or resign from the legislature?
