Patterson Thurs day appointed O. 11. Hinsdale of Reedsport as a member of the State Fish Commission. He suc ceeds Don Ellis, Garibaldi, whose term has expired. The new appointee is owner and manager of the Umpqua River Navigation Company and currently a member of the Port of Umpqua Commission. SCHOOL ATHLETICS The State Board of Education has adopted a report of a state wide committee on "Principals and policies governing adminis tration of elementary school ath letics in Oregon," State Superin tendent of Public Instruction Rex Putnam announced here Thurs day. The athletic program will be administrated as a part of the regular health and physical edu cational program. Putnam said it was expected that adoption would further assure the develop ment of the well-rounded pro grams of physical education in Oregon and place athletics in proper prospective in the total educational program. The three outstanding purposes soueht are: 1. Making a finding of the undesirable practice in athletic programs as they are now con stituted in Oregon elementary schools. 2, Set up a desirable athletic program for the state. 3. Recommendations for cer tain minimum controls in state standards. Pedestrian Safety Record Poorer in State Figures Show ' People on foot are faring some what worse in Oregon traffic this year, statewide records reveal. A final count for the first six months shows 2G pedestrians killed as compared with 23 at the same time a year ago, Secretary of State Earl T. Newbry's office reported. The number of pedes trians injured in traffic reached 600 as against 574 through June jof last year. I More than half of the fatalities took place on roadways outside of cities and towns where rela tively high vehicle speeds cut down a pedestrian's survival chances if struck. Twelve fatali ties and 520 pedestrian injuries were charged to urban areas.
