His passing is deeply regretted by our lodge and many others of Heppner. The net revenues of the sewer system are pledged to the pay ment of these bonds; provided that when the sinking fund con tains more than is required to pay the next annual payment of prin cipal and interest, the excess in said fund may be used to provide extensions and improvements to said system.
